Thursday, February 13, 2003 at 7:30 PM, the regular Middlebury Township board meeting held at the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Clerk Nancy Watkins gave the prayer. Sinicropi, Watkins, treasurer Carolyn Stevens, trustee Paul Dutton, were present. Trustee Charles Simpson was absent. There were 18 visitors including O-E superintendent Wayne Petroelje, road commission managing director Lonnie Latunski, Shiawassee Health Department Gene Paez, Commissioner James Capitan, village of Ovid president Bill Lasher, two Ovid council members, plus residents of Mabbits addition, attorney Mark Cooley and code enforcement Leighton Leighty. Darwin Hunt from the park and recreation board requested $1,000 from the board for the five sports it supports. Rental of a porta john, some replacement equipment were some needs mentioned. Sinicropi opened the meeting for the sewer through Middlebury. Residents inquired if they would be made to hook up to it and questioned if annexation was a possibility. Others wanted information where the sewer would be built. First street is the proposed route with the sidewalk on the north side to be built by the school. Paez encouraged the line be big enough for expansion if required. He also indicated bond money may be available to help small townships and villages with water and sewer concerns. Lasher noted there is capacity for Ovid village to expand as there is land in the village to develop. Leighty encouraged the township to think of future upkeep and long term views for our residents and possible ordinances affecting our township. Paez discussed MMPA still needs a public hearing to renew spraying on the Warren Road fields. Some shallow wells may be replaced in the Golden Stallion Estates. Lasher submitted a letter from the village requesting $500 for cleanup of the tree stumps in Gumaer Park to improve it for more usage by the public. 8:45 PM Dutton made a motion to approve the agenda, Watkins seconded. Carried. Watkins made a motion to accept the January 9 board minutes as presented. Dutton seconded. Carried. Dutton made a motion to pay bills in the amount of $2,013.61 (checks 1225-1231), Stevens seconded. All ayes, Simpson absent. Carried. The sheriff Jon Wilson sent a letter indicating deputy Steve Loomis will be a liaison with the township and come to some meetings. The certification of the Articles of Incorporation for the O-M Emergency Services was received. Mark Cooley, attorney submitted a contract for the boards consideration, After discussion Dutton made a motion we accept the contract. Stevens seconded. Absent Simpson, Ayes Dutton, Stevens, Watkins, Sinicropi. Carried. Sinicropi signed a land split for Chris Nordman on Shaftsburg Road to allow them to sell the old house and they keep the land for a new house in the future. For the budget a working meeting will be set up before the public hearing in March. Stevens indicated other treasurers will get two dollars per parcel salary raise for summer tax collection. Dutton volunteered to order the maps for the township available from the MTA county software. $100 had already been approved. Watkins made a motion to have the next board meeting start at 7:00 PM with the budget meeting to be held at 8:00 PM. Sinicropi seconded. All ayes. Carried. Stevens made a motion to hire Demis for an audit review for 02-03. Dutton seconded. All ayes. Carried. The Ovid Public Library will have an open house during Carriage Days. They have made a two year agreement with the school for electronic usage. Harold Goodrich reported on the officers for the O-M Emergency board and the excellant report from the ambulance service.
