2003-03 Regular Board Minutes
On Thursday, March 13, 2003 at 7:00 PM, the Midllebury township meeting
held at the Ovid Municipal Building was called to order by Supervisor Anthony
Sinicropi with the pledge to the flag. Trustee Charles Simpson gave the prayer.
Sinicropi, clerk Nancy Watkins, treasurer Carolyn Stevens, trustee Simpson,
Paul Dutton, and five visitors were present.
Public comment Steve Loomis deputy from Shiawassee County sheriff and
Middlebury resident introduced himself and will be a liaison to the county for
the township. Kevin Bodensteiner MMPA presented a map on the heavy metal and
reported that five properties with shallow wells have been contacted to be
replaced with deep wells paid for by MMPA. Three have indicated they will. The
state has given MMPA permission to dump to the Maple River through April. There
are roadblocks to resume discharge in Middlebury.
Simpson made a motion to approve the agenda, Dutton seconded. Carried
Dutton made a motion to approve the February 13 board minutes, Watkins
seconded. Carried. Stevens made a motion to approve the minutes of the special
meeting held February 20
Watkins seconded. Carried.
Watkins made a motion to amend the budget by moving $2,000 from roads
#451, $600 to the clerk #215, $1300 to the treasurer #253, and $100 to parks &
rec #651. Stevens seconded
Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi, Nays none. Carried.
Simpson made a motion to pay the bills $10,385.73 (checks1232-1259)
Dutton seconded
Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays none. Carried.
Sinicropi, Simpson and Dutton will attend the MTA Capitol conference April
8 in Lansing. Attorney Mark Cooley entered at 7:30.
The board was given packets on supporting the Shiawassee Jobs campaign.
They request township support of one dollar per resident $1489. No action was
taken.
At 8:00 PM the budget meeting was held. Simpson and Dutton expressed
concern that the estimate for state revenue sharing was too high. It was lowered
to 108,800 with the expense of contingencies lowered to 26823. Estimated is
revenue and expenses at 216723.
Stevens made a motion to accept the budget for 2003-2004, Sinicropi
seconded.
Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays none Carried.
Watkins made a motion to set the milage rate for the township at 1,
Stevens seconded,
Ayes Sinicropi, Watkins, Stevens, Dutton, Simpson, Nays none Carried.
Simpson made a motion to hold the regular township board meetings at the
Ovid Municipal Building the second Thursday of the month except for August at
7:00 PM. Stevens seconded. All ayes. Carried.
Stevens made a motion to set the limit for permanent assets at $1500,
Dutton seconded
All ayes. Carried. At 9:10 the budget hearing ended.
Attorney Cooley went through the third draft of the interlocal agreement
between the village and township for the sewer. The township will have the
responsibility of putting a lien on the property for nonpayment of sewer fees as
it is the only legal body that can do that. The township will need to adopt
rules or ordinances necessary to regulate and enforce sewer connections
consistent with the village. President Bill Lasher said though not written,
the village will handle all collections for nonpayment forms up to the lien
process. He also would provide an inspection engineer to the township for a
dollar. L Leighty expressed concern for the township benefits. Sinicropi
expressed the good neighbor relations between the townships and village and the
need for the agreement to be signed at the next township meeting so the project
can begin. The attorney will work on this.
H Goodrich discussed the need for a new ambulance and equal pay for
members of the emergency board with township officials.
Sexton Howard Magee said there is a mole problem in the cemetery.
The new hand water pump will be installed for use and the solar light will be
installed on the flag pole. The Ravens will do three full crew days at the
cemetery volunteering for cleanup. He anticipates the MSU students will do the
imaging at the cemetery this spring.
Dutton reported he has ordered the maps and will frame the townhall copies
for less than $100.
Stevens indicated she would like to change banks for the township
accounts. Simpson made a motion to give the treasurer the authority to choose
the banking system for the township. Watkins seconded. Ayes Stevens, Dutton,
Simpson, Watkins, Simpson Nays none. Carried.
Salary concerns were discussed, points included state revenue down,
summer taxes, and the need to build and maintain roads.
Resolution 2003-1 Watkins made a motion that the salary for the treasurer
be raised from 6,000 to 8,000 for the 2003-2004 year beginning April 1, 2003.
Stevens seconded. Ayes Sinicropi, Dutton, Stevens, Simpson, Watkins. Nays none.
Resolution was adopted.
Resolution 2003-2 Sinicropi made a motion that the clerk salary be
raised from 6000 to 8000 for the 2003-2004 year beginning April 1, 2003 Stevens
seconded. Ayes, Sinicropi, Watkins, Simpson, Stevens, Nays Dutton. Resolution
was adopted.
Resolution 2003-3 Stevens made a motion that the supervisor salary be
increased from 6500 to 8000 for 2003-2004 Watkins seconded. Ayes Simpson,
Watkins, Sinicropi, Stevens, Nays Dutton Resolution was adopted
Resolution 2003-4 Sinicropi made a motion to increase the trustee salary
from 55 to 75 a meeting. Stevens seconded. Ayes Sinicropi, Stevens, Watkins,
Nays Simpson, Dutton, Resolution was adopted.
At 10:50 PM Watkins made a motion the meeting be adjourned, Stevens
seconded. Carried.
