Thursday, July 10, 2003 at 7:04 PM the regular Middlebury Township board meeting held in the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by clerk Nancy Watkins. Sinicropi, Watkins, treasurer Carolyn Stevens, trustee Paul Dutton were present. Trustee Charles Simpson was absent. Visitors included attorney Mark Cooley, deputy clerk Audrey Sovis. Watkins made a motion to approve the agenda, Dutton seconded. Carried. Dutton made a motion to accept the board minutes of June 12, 2003 as presented. Stevens seconded. Carried. Dutton made a motion to pay bills in the amount of $4115.66 (checks 1044- 1051) Stevens seconded, all ayes, Carried. Stevens reported the summer taxes are going well. It is a great expense for the amount the township collects. She will have the tax questions until February 2004. The form has been sent to the state for the promised reimbursement. It is expected to be paid in September. Ovid township supervisor Jim McClelland informed the board there is an MDOT meeting in Lansing on July 14 concerning reconstruction of M-21 in 2004. Sinicropi is unable to attend. Discussed was the various MTA workshops available. Board members are to inform the clerk by August 5 of the ones they plan to attend so registrations can be mailed. The Ovid Park and Recreation board is considering redeveloping the ball field in the Village Park located near North Elementary. The wrestling program has started. Watkins made a motion to table the letter from the Ferndale court case. Stevens seconded. Carried. (Cooley indicated he would check on this) Leighton Leighty entered at 7:50 PM Sinicropi talked to the MTA’s legal department on the METRO act PA 48 of 2002. They advised him to call Charter Cable. Bill Moran from the Bay City office said they would continue to pay the township a fee. The 15 year agreement is expired as of January 1, 2003. Cooley has the information and will compare other governmental terms. Leighty recommended we ask for a higher amount possibly double to 6 percent. Dutton reported he has received the maps from Rowe and is very disappointed. The corrected size was not much better. He will follow up on the process. Surveyor John F Quine is unable to finish the survey of the Middlebury Cemetery. Cooley advised as the work is basically done except the legal description he would contact Quine and attempt to have it completed. Leighty commented on clear deeds. Dutton made a motion for the clerk and treasurer to pay the August bills with the board final approval at the September 11 meeting as there is no board meeting in August. Sinicropi seconded. Carried. The pile of dirt is leveled at the back of the cemetery, the well is still not usable. Sinicropi said the Emergency Service has hired an interim manager for scheduling and other duties.
