Thursday July 8, 2004 at 6:50 p.m. the Middlebury township election committee met at the Ovid Municipal Building. The meeting was called to order by Anthony Sinicropi. Also present were Carolyn Stevens and Audrey Sovis. Sovis made the motion to appoint the following people as election inspectors for the August 3, 2004 primary: Cindy Dennison (R), Lisa Higbee (D), Joann Porter (D), Kathy Taylor (R), Lois Wadsworth (R), Nancy Watkins (R), and Marsha Unterbrink (D). Sinicropi seconded the motion. Roll call vote: Sinicropi, Stevens, Sovis all ayes, no nays. Carried. Thursday July 8, 2004 at 7:00 p.m. the regular Middlebury township board meeting held at the Ovid Municipal Building was called to order with the pledge to the flag by supervisor Anthony Sinicropi. Prayer was said by clerk Audrey Sovis. Also present were treasurer Carolyn Stevens and trustee Paul Dutton. Trustee Charles Simpson was absent. There were 5 visitors present. Ken Miller of Miller Real Estate discussed a house on E. Pearl street that wants sewer hook-up, as there is no other option for this particular property. He expressed his desire for the board to approve a proposed sewer ordinance that would allow Middlebury to place a lien against properties connected to the sewer, should any applicable bills go unpaid. Under advisement of attorney Mark Cooley, the board will wait until a new ordinance is written up that will better serve the township than the one presented at the meeting. A motion was made by Stevens, seconded by Sovis to approve the agenda. All ayes, no nays, carried. A motion was made by Sinicropi to approve the minutes of the June 10, 2004 board meeting, seconded by Stevens. All ayes, no nays, carried. A motion was made by Sovis to approve the treasurer’s report seconded by Dutton. Roll call: Sinicropi, Stevens, Sovis, Dutton all ayes, no nays, Simpson was absent. Carried. A motion was made by Dutton seconded by Stevens to pay the July bills in the amount of $13,703.48 (checks #1232-1243). All ayes, no nays, Simpson absent. Carried. Three letters of zoning violations were read by Sinicropi with regard to property owned by Kenneth Reese, The Middlebury United Methodist Church and Roger Jones. Cooley reported that the Middlebury cemetery deed is prepared but still needs Mr.Porter’s signature. The first deed was never recorded because it was wrong. A motion was made by Dutton seconded by Stevens that the township approve the concept of investing in the MAGNET program (Michigan Area Group Narcotics Enforcement Team) for one year. Roll call vote: all ayes, no nays, Simpson absent, carried. A motion was made by Stevens, seconded by Sovis to start a new account (955) (should be 695) to be named Community Services. Roll call: All ayes, no nays, Simpson absent, carried. A motion was made by Sinicropi, seconded by Stevens to transfer $3,000 from (941) Contingency to (695) Community Services. Roll call vote: All ayes, no nays, Simpson absent, carried. . A motion was made by Dutton, seconded by Stevens to purchase a one-year contract with Miller Consultations and Elections, Inc. at a cost of $150.00. Roll call vote: All ayes, no nays, Simpson absent, carried. A motion was made by Dutton seconded by Sinicropi to authorize payment of the August 2004 bills, as there will be no meeting during that month. All ayes, no nays, carried. A motion was made by Sovis to appoint Cindy Dennison (R), Lisa Higbee (D), Joann Porter (D), Kathy Taylor (R), Lois Wadsworth (R), Nancy Watkins (R) and Marcha Unterbrink (D) as elections inspectors for the August 3, 2004 primary election. Seconded by Stevens. Roll call vote: All ayes, no nays, Simpson absent. Carried. At 8:40 a recess was taken. Meeting resumed at 8:55 pm. A motion was made by Dutton seconded by Sovis to invest $1.00 per resident ($1,489.00) in the MAGNET program. Roll call vote: All ayes, no nays, Simpson absent, carried A motion was made by Sinicropi, seconded by Dutton to purchase a subscription to the MTA (Michigan Township Association) magazine for Mark Cooley.
