2005-03 Regular Board Minutes
Thursday March 10, 2005 at 6:35 p.m. the Middlebury Township Public Budget Hearing was held at the
Ovid Municipal Building with the meeting being called to order by Supervisor Anthony Sinicropi. Present were
Clerk Audrey Sovis, Treasurer Carolyn Stevens, and Trustees Paul Dutton and Charles Simpson. There were 7
visitors. The budget was gone over line by line with no changes made from the proposed copy. At 7:23 p.m. a
motion was made by Sinicropi, seconded by Dutton to close the budget hearing, all ayes, no nays, carried.
At 7:25 p.m., the regular Middlebury Township Board meeting was called to order by Sinicropi with the
pledge to the flag. Prayer was given by Sovis. There were nine visitors.
General Business: A motion was made by Dutton, seconded by Simpson to approve the agenda. All
ayes, no nays, carried. A motion was made by Dutton, seconded by Sinicropi to approve the minutes of the
February 10, 2005 board meeting. All ayes, no nays, carried. A motion was made by Sovis, seconded by
Stevens to amend the budget: $1,735 from (445) Drains at large with $400 to (253) Treasurer ,
$225 to (276) Cemetery, $110 to (215) Clerk, $1,000 to (209) Assessor
Roll call vote: Sinicropi aye, Stevens aye, Sovis aye, Dutton aye, Simpson aye, no nays, none absent, carried.
A motion was made by Dutton, seconded by Sovis to approve the treasurer’s report. Roll call vote: Dutton
aye, Simpson aye, Sinicropi aye, Stevens aye, Sovis aye, no nays, carried. A motion was made by Dutton,
seconded by Simpson to approve the payment of the February bills in the amount of $15,186.13 (check #’s
1386-1414). Roll call vote by signature: All aye, no nays, carried.
Communications read out loud by Sinicropi: A letter from the Shiawassee County Drain Office in
regard to project planning and requesting any knowledge of water drainage problems that may be occurring in
the township; a letter from Shiawassee County Community Development in regard to an expired temporary
mobile home permit on property owned by William Nethaway; and a letter from Margaret White of 6895 W.
M-21 Ovid, regarding her opposition to the rezoning of the Owosso Speedway to B-2 status.
Attorney Mark Cooley presented the board with a final draft of the Inter-Governmental Agreement in
regard to water/sewer hook-up. A motion was made by Dutton, seconded by Sovis to authorize Sinicropi to
sign a final copy of the agreement which will be presented to the Village at their next meeting. All ayes, no
nays, carried.
New and Unfinished Business: A motion was made by Dutton, seconded by Sinicropi to support the
M.A.G.N.E.T. program with $1,500 for the year 2005. Roll call vote: Stevens aye, Sovis aye, Sinicropi aye,
Simpson aye, Dutton aye. No nays, carried. A motion was made by Sinicropi, seconded by Dutton to give
$1,200 to the Ovid Parks and Recreation for 2005. Roll call vote: Sinicropi aye, Dutton aye, Simpson aye,
Stevens aye, Sovis aye, no nays, carried. A motion was made by Dutton, seconded by Simpson to re-appoint
Heather Kline to the Library Board with her term expiring in 2009. All ayes, no nays, carried. A motion was
made by Sinicropi, seconded by Sovis to pay the Trustees $75 a year for office service expenses incurred from
their home. Roll call vote: Stevens aye, Sovis aye, Sinicropi aye, Dutton aye, Simpson aye. No nays, carried.
A motion was made by Dutton, seconded by Simpson to increase the mileage reimbursement from 34 cents to
36 cents. Roll call vote: Dutton aye, Simpson aye, Sinicropi nay, Sovis aye, Stevens aye. Carried. A motion
was made by Simpson, seconded by Dutton to approve the Middlebury Township budget for fiscal year 2005-
2006. Roll call vote: Sinicropi aye, Sovis aye, Stevens aye, Dutton aye, Simpson aye. No nays, carried. A
motion was made by Dutton seconded by Sovis to start a new Improvement CD (CD FY2005-06) in the amount
of $10,000, to be taken from the Contingency Fund, leaving a new balance of $19,400 in the Contingency fund
of the 2005-06 budget. Roll call vote: Stevens aye, Sovis aye, Sinicropi aye, Dutton aye, Simpson aye, no
nays, carried. A motion was made by Dutton, seconded by Simpson to renew the service contract with Miller
Elections and Consultations at an annual cost of $150. All ayes, no nays, carried. At 8:35 p.m. the board
stopped for coffee and resumed at 8:55 p.m.
Discussion took place regarding the cemetery rules, in particular, the transferring of burial permits. It
was decided that the clerk would type up a draft amendment to be presented to the board in April. At 9:13 p.m.
Sovis made the motion to adjourn, seconded by Simpson, all ayes, no nays, carried.
