Thursday May 12, 2005 at 7:00 p.m., the regular Middlebury Township Board meeting held at the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by Clerk Audrey Sovis. Sinicropi, Sovis, Treasurer Carolyn Stevens, Trustees Paul Dutton and Charles Simpson were present. There were 7 visitors. Scheduled Comments: Linda Schonberg of the Shiawassee Community Development discussed a proposal to find townships and municipalities within the county that would be willing to join in support to apply for the “Partnership for Change” grant money. The purpose behind this is to help pay for new planning personnel at the county level; someone that would be knowledgeable about soil maps and sensible land use. Commissioner James Capitan reported that the county commissioners will be meeting with MMPA and the DEQ May 24 at 4 p.m. at the Chambers to discuss the new ordinance regarding new wells at the former MMPA irrigation site and surrounding area. He also reported on security costs for the courthouse and the discontinuation of a federal grant to dispose of toxic household wastes. A motion was made by Dutton, seconded by Simpson to approve the agenda for this meeting. All ayes, no nays, carried. A motion was made by Dutton, seconded by Simpson to approve the minutes of the April 14, 2005 board meeting. All ayes, no nays, carried. A motion was made by Simpson, seconded by Sinicropi to approve the treasurer’s report. All ayes, no nays, carried. A motion was made by Sinicropi, seconded by Dutton to approve the requests of the treasurer as stated: That the board collect the 1% administration fee again this year, that we do not accept partial payments this tax year, that we charge only the NSF fees that we are assessed by the bank, and that we accept the first payment in, as payment. All others will be returned to sender. All ayes, no nays, carried. A motion was made by Dutton, seconded by Sinicropi to approve the payment of the May bills in the amount of $2096.98 (cks 1433-1446). All ayes, no nays, carried. Communications: Three violation notices were read regarding property owned by Verne Rodgers, Della Bennett and Cassey Barrett. The county land use seminar scheduled for May 7 has been cancelled. Sovis updated the board on the state survey regarding ADA compliance that was re-submitted. No word yet from the state on the compliance level of the town hall. Leighton Leighty entered at 7:55 p.m. Unfinished Business: Sinicropi made a motion that the clerk sign the resolution of support for county application for the “Partnerships for Change” grant presented by Linda Schonberg of the Shiawassee Community Development, seconded by Dutton. Roll call vote: Stevens aye, Sinicropi aye, Simpson aye, Sovis aye, Dutton aye, no nays, carried. New Business: Leighton Leighty presented the board with a generous renewal contract. A motion was made by Sinicropi, seconded by Sovis to sign the contract of services as presented by Leighty. All ayes, no nays, carried. Each board member signed two copies of the contract. A motion was made by Dutton, seconded by Stevens, that the Middlebury Township Cemetery rules be amended to reflect that all construction done in the cemetery will be done by the sexton or directed by the board. All ayes, no nays, carried. A motion was made by Sovis, seconded by Sinicropi that money received from the METRO Act is to be designated for use in chloriding gravel roads within the township. All ayes, no nays, carried. A motion was made by Sovis, seconded by Stevens, that Dutton order a new chain saw and any needed accessories for the sexton in an amount not to exceed $450. All ayes, no nays, carried. A motion was made by Sinicropi, seconded by Dutton that the board pay for Sovis to attend an MTA accounting seminar in Mt. Pleasant in June at the cost of $80. All ayes, no nays, carried. Reports: Dutton reported that he could get a new flag pole at a cost of $229 through the Chamber of Commerce. Sovis made a motion that Dutton purchase the flag pole at a cost not to exceed $250. Sinicropi seconded. All ayes, no nays, carried. Sinicropi said he would inquire into the purchasing of additional flags and holders for the veterans’ graves. Dutton reported that the Ovid Public Library will offer its summer reading program again this year. At 9:32 p.m. a motion was made by Sovis, seconded by Dutton to adjourn. All ayes, no nays, carried.
