2005-12 Regular Board Minutes
Thursday December 8, 2005 at 7:00 p.m.: The regular Middlebury Township
Board meeting held at the Ovid Municipal Building was called to order by Supervisor
Anthony Sinicropi with the pledge to the flag. Prayer was given by Clerk Audrey Sovis.
Sinicropi, Sovis, Treasurer Carolyn Stevens and Trustee Paul Dutton were present.
Trustee Charles Simpson was absent. There were 8 visitors.
Scheduled Comments: Justin Horvath from the Shiawassee County Economic
Development Partnership gave an update on the County’s growth and potential new
businesses. At 7:13 Deputy Supervisor Rich Givens entered. Steve Loomis of the
Shiawassee County Sheriff’s Department reported that there has been little or no activity
for the department to deal with in Middlebury Township.
Public Comments: None.
General Business: A motion was made by Sovis, seconded by Dutton to approve
the agenda with the additions of discussing violation notices and the Middlebury
Township Cemetery deed. All ayes, no nays, carried. At 7:25 p.m. Leighton Leighty
entered. A motion was made by Dutton, seconded by Stevens to approve the November
10, 2005 regular board meeting minutes. All ayes, no nays, carried. A motion was made
by Dutton, seconded by Sovis to approve the Treasurer’s report as presented. All ayes,
no nays, carried. A motion was made by Stevens, seconded by Sinicropi to amend the
budget: $2800.00 from (445) Drains to (276) Cemetery. All ayes, no nays, carried.
Trustee Charles Simpson entered at 7:30 p.m. A motion was made by Dutton, seconded
by Stevens to pay the December bills in the amount of $14,467.39 (ck #’s 1551-1584,
noting voided check #’s 1552, 1564 and 1575). Motion was carried by signature vote.
Communications: A speed limit request for Simpson Road was made to the
Shiawassee County Road Commission. A letter was received that the request was denied
following a study conducted on that stretch of roadway. Too sparse of population was
cited. Violation notices were read by Sinicropi concerning property owned by James
Bennett, Verne Rodgers, Michelle Juarez and Leonard Zulewski.
New Business: A motion was made by Sovis, seconded by Sinicropi to appoint
Robert Cappiello of 781 North Warren Road Ovid to the Board of Review to replace
Thomas Albaugh who moved out of the Township. Roll call vote: Sovis aye, Sinicropi
aye, Simpson aye, Dutton aye, and Stevens aye. No nays, carried. A letter of resignation
has been received from Albaugh. Resolution 2005-12 A motion was made by Sovis,
seconded by Stevens to approve the meeting schedules for the Middlebury Township
Board and the Middlebury Township Planning Commission. Roll call vote: Dutton aye,
Simpson aye, Sinicropi aye, Stevens aye, Sovis aye, no nays, carried.
Reports: Sovis reported that the Township Cemetery’s computer program is
getting final improvements made on it and we will soon be ready to enter data into our
system. Sinicropi reported that OMES purchased 3 ½ acres of land for $70,000 at the
corner of Hollister road and M-21 to build a new fire hall. Sinicropi requested a detailed
financial report on the Ovid Library from Dutton. Mark Cooley reported that the
cemetery deed for the new land has been signed and recorded at the courthouse. At 8:14
p.m. Sovis made the motion to adjourn, seconded by Dutton. All ayes, no nays, carried.
