2006-12 Regular Board Minutes
Thursday December 14, 2006 at 7:00 p.m. the regular meeting of the Middlebury
Township Board met at the Ovid Municipal Building, at 114 East Front Street Ovid, MI.
The meeting was called to order by Supervisor Anthony Sinicropi with the pledge to the flag.
Prayer was given by Clerk Audrey Sovis. Board members also present were Treasurer
Carolyn Stevens, and Trustees Charles Simpson and Paul Dutton. There were 5 visitors.
Scheduled Comments: Deputy Craig Lawson reported on the November 2006 911
report.
Public Comments: None
General Business: A motion was made by Dutton and seconded by Sovis to approve
the agenda as presented; all ayes, no nays, carried. A motion was made by Simpson,
seconded by Dutton to approve the minutes of the November 9, 2006 regular board meeting;
all ayes, no nays, carried. A motion was made by Dutton, seconded by Simpson to accept the
Treasurer’s report; all ayes, no nays, carried. A motion was made by Dutton, seconded by
Sinicropi to pay the December bills in the amount of $28,705.40 (ck #’s 1799-1826, void
#1807); motion was unanimously carried by signature vote.
Communications: Sovis reported that she had received a letter from the accounting
firm Demis & Wenzlick regarding GASB 34. This is a state requirement that municipalities
comply with. Upon obtaining further information, Sovis will report to the board at the
January meeting.
Unfinished Business: A motion was made by Dutton, seconded by Sinicropi to re-
appoint Mike Stevens and David Sovis to the Middlebury Township Planning Commission
for another 3 year term; roll call vote: Stevens aye, Sovis aye, Dutton aye, Simpson aye,
Sinicropi aye, no nays, motion carried. A motion was made by Sinicropi, seconded by
Stevens to re-appoint Charles Simpson and appoint Richard Givens to a 2 year term on the
Ovid-Middlebury Emergency Services Board; roll call vote: Dutton aye, Sinicropi aye,
Stevens aye, Sovis aye, Simpson aye, no nays, motion carried. A motion was made by Sovis,
seconded by Stevens to re-appoint Bill Kline, Bill Riggan and Robert Cappiello and alternate
Cindy Dennison to the Board of Review for a 2 year term; roll call vote: Simpson aye,
Sinicropi aye, Sovis aye, Dutton aye, Stevens aye, no nays, motion carried
New Business: Sovis reported that the contracts for election consolidations with the
local school districts is up for renewal. Minor changes to the Owosso Schools and the RESD
Contracts of Shiawassee County were discussed and explained to the board. At this time no
changes have been recommended to the Ovid-Elsie Schools or the RESA contracts of Clinton
County. A motion was made by Dutton, seconded by Sinicropi to give Sovis the authority to
sign these four contracts when the final drafts are presented by both County Clerks; roll call
vote: Stevens aye, Sovis aye, Simpson aye, Sinicropi aye, Dutton aye, no nays, motion
carried.
Resolution 2006-19 A motion was made by Dutton, seconded by Stevens to approve
the presented schedule of meetings for the year 2007; roll call vote: Sovis aye, Simpson aye,
Dutton aye, Stevens aye, Sinicropi aye, no nays, motion carried.
There was discussion about the 2007 road projects, no decisions were made by the
board.
Reports: Dutton reported that a new flag will be needed for the Middlebury
Township Cemetery in the spring, as the current one is getting worn.
Sovis requested that all board members who sit on a committee please see that she
receive a copy of the minutes for the township records. This includes the OMES, Ovid Public
Library and the Maple Grove Cemetery Authority.
A motion was made by Sovis, seconded by Stevens to adjourn at 8:00 p.m.; roll call
vote: Stevens aye, Sovis aye, Simpson aye, Dutton aye, Sinicropi aye, no nays, motion
carried.
