On Thursday, November 8, 2007 at 7:00 pm the Middlebury Township Board met in the
Village of Ovid Municipal building at 114 East Front St., Ovid, Mi. Supervisor, Anthony
Sinicropi called the meeting to order with the Pledge to the Flag. Trustee Charles
Simpson followed with a prayer. Roll call was taken with the following board members
present; Supervisor, Anthony Sinicropi; Clerk, Susan Tomasek-Swan; Treasurer, Carolyn
Stevens; Trustees; Charles Simpson and Paul Dutton. Also present were Deputy Steve
Loomis; Deputy Supervisor, Richard Givens and Deputy Clerk, Shawn Dilts
Scheduled Comments:
Steve Loomis mailed the stats on September events that occurred in Middlebury
Township. This was included in the board packets for everyone to review. There were no
comments from the board. Deputy Supervisor Givens asked about meth labs in our
township as being a concern but Loomis report that marijuana was more of a problem.

General Business:
Dutton made a motion to approve the November 8, 2007 agenda as written with the
correction on the Planning Commission will meet at the Village Municipal Building.
Simpson seconded. All ayes and no nays, the agenda was approved.
The minutes from the October 11, 2007 meeting was moved by Sinicropi and seconded
by Dutton to be approved as written. All ayes and no nays, the minutes were approved as
written.
The October’s Treasurer Report was moved by Simpson to approve as presented. Dutton
seconded the motion. All ayes and no nays, the motion was carried.
The approval for paying the November’s bills from checks numbered 1990 through 2009
with a void on check 2000 for a total amount of $6,171.53 was made by Dutton and
seconded by Sinicropi.
The item numbered 8 was strike from the general business due to a clerical error. The
item was already covered by Resolution 2007-03. The motion to remove the item was
moved by Dutton and seconded by Simpson. All ayes and no nays, the motion was
carried.

Unfinished Business:
Supervisor Sinicropi had Trustee Dutton present the estimates of placing insulation in the
ceiling, installing a new furnace and air conditioner and winterizing the water pipes. The
total was in the amount of approximately $6,000-$7,000. That estimate did not include
any work done on the interior or insulation in the walls of the building. Simpson brought
to the board about the building should be evaluated to find how sound it is built. Dutton
also brought up that the township did not legally need a building. Deputy Supervisor
Givens brought up about the importance of keeping records together instead of scattered
to everyone homes. Sinicropi brought up the idea of improving the building or building a
new one. Givens felt we should have this building evaluated and then make a decision.
Simpson also recommended on getting another estimate on the furnace.
It was decided the Resolution 2007-03 was not in need of rewriting, the meetings that
needed to be covered was already covered in the wording.
New Business:
Supervisor Sinicropi mentioned at his meeting with the Road Commission that the gas
tax will no longer be received in 2008. That is a loss of $45,000 for our road budget. We
had last year a budget of $65,000 which would cover the cost of seal coating 2 roads,
brine coating the dirt roads and working on two dirt roads. The annual dinner for the
Road Commission has been cancelled.
The January Primary is still unknown if it will happen. A new law is in effect which
voters must show picture identification or sign an affidavit that states they are who they
are. Tomasek-Swan asked about putting an ad in the newspaper regarding the new id law
and will put election tasks in motion as soon as the primary is confirmed.
Dutton discussed the use of people doing community service to help with the raking of
the leaves for the Maple Grove Cemetery.
Sinicropi discussed the OMES problem of the dispatching of the ambulances in our
township area.
Dutton made a motion to end the meeting. Simpson seconded the motion. All ayes and no
nays, the meeting was ended at 9:25 pm.
