On Thursday, February 14,2008, the regular meeting for Middlebury Township was held at
7:00pm in the Ovid Municipal Building at 114 East First St., Ovid. The meeting was called to order by
Supervisor Anthony Sinicropi with the pledge to the flag. Trustee Paul Dutton led the board in prayer.
Roll call was taken with the following members present: Supervisor Anthony Sinicropi; Clerk, Susan
Tomasek-Swan; Treasurer Carolyn Stevens; Trustee Paul Dutton and Trustee Charles Simpson. Also
present at the meeting: Shiawassee Road Commission( four members), Steve Loomis, Deputy Clerk
Shawn Dilts, County Commissioner Dan Stewart, and 2 guests.
SCHEDULED COMMENTS:
Steve Loomis from the Shiawassee County Sheriff stated that nothing new was occurring in
Middlebury Township.
Lonny Latunski spoke for the Shiawassee Road Commission about the proposed projects for
Middlebury Township. Latunski discussed the problems the road commission was having this winter
with the lack of salt and the rising gas prices.
The proposed road projects for Middlebury Township is as follows: seal coating Mason Road from
Vincent to Warren Road for an estimate of $13,500.00, seal coating Mabbit Road from McBride to
Mason Road for an estimate of $6,750.00, adding gravel to Krouse Road from Baldwin Road west to
the blacktop of Krouse Road for an estimate of $17,015.00, adding gravel to Hammond Road from
Baldwin to Austin for an estimate $15,478.00, brining the gravel roads in the township for an estimate
of $9,625.50, township contribution to the gradall for an estimate of $2,600.00. The estimate total for
the road work to be paid by the township is a total of $64,968.00.
Latunski also discussed the bridges that are in need of repair work. He mentioned to the board about
the bridge for Hibbard Road that goes in Sciota township of delaying the work to 2011 in order to
repair the bridge that is closed on Juddville Road.
Trustee Dutton voiced to the board to consider putting a millage on the November ballot for roads.
Trustee Dutton made a motion to approve the Brine Contact with the Shiawassee Road Commission for
a total of $9,625.00. Trustee Simpson seconded the motion. All ayes and no nays the motion was
carried.
Commissioner Dan Stewart spoke to board about the new issues.
There is a program that will provide low or 0% interest loans to homeowners to fix up their homes.
He spoke about SD410 which approve the charging the 911 surcharge to cell phones and Vonage users.
The charge will lower the land line user's charge. This will be reevaluated in six months.
Commissioner Stewart spoke about the Michigan Works which is shared with Genessee County. He
mentioned there were funds available to send people to be trained or educated for new jobs.
He spoke on remonumention which has money from the state to pay for this to be finished. Some
townships are choosing to contribute to have their remonumention finished quicker.
He spoke about the grant received to update the radio emergency system in Shiawassee County. A 1.6
million dollar grant was awarded with $300,000 contributed by the townships.
Commissioner Stewart mentioned about the annual Rails to Trails meeting which is comprised of the
following counties: Clinton, Shiawassee, Ionia.
Trustee Simpson moved a motion for attending the Rails to Trails meeting. The motion was seconded
by Trustee Dutton. All ayes and no nays the motion was passed.
PUBLIC COMMENT:
None
GENERAL BUSINESS:
A motion was made by Trustee Dutton and seconded by Trustee Simpson to approve the agenda with
the following correction and additions: Strike item (i) revised line item 101-951-715 add item (l) SEDP
contract and item (m) Rail to Trail meeting. All ayes and no nays the motion was passed.
A motion was made by Trustee Dutton and seconded by Supervisor Sinicropi to approve the January
minutes as written. All ayes and no nays, the motion was passed.
A motion was made by Trustee Dutton and seconded by Trustee Simpson to approve January's
Treasurer's report as presented. All ayes and no nays, the motion was passed.
A motion was made by Trustee Dutton and seconded by Supervisor Sinicropi to approve payment of
February's bills in the amount of $5,669.72 with checks 2049 thru 2075 with a void on check number
2058. All ayes and no nays, the motion was passed.
COMMUNICATION:
Clerk Tomasek-Swan and Deputy Clerk Dilts discussed the MTA annual conference. They briefed the
board on the classes that they attended.
Clerk Tomasek-Swan discussed the Presidential Primary. She stated that Middlebury Township had a
15% turn out.
UNFINISHED BUSINESS:
A motion was made by Trustee Dutton and seconded by Treasurer Stevens to set the meeting for the
approval of the 2008-2009 fiscal year budget for March 13, 2008 at 6:30pm at the Ovid Municipal
Building. All ayes and no nays, the motion was carried.
The township hall was tabled for discussion until April's meeting.
NEW BUSINESS:
Discussion of putting a proposal on the November election of a $22.50 per parcel fee to be used for
roads. Supervisor Sinicropi made a motion to have a $22.50 per parcel fee for 4 years to be placed on
the ballot. Trustee Dutton seconded the motion. All ayes and no nays, the motion was passed.
It was discussed of composing a letter for the taxpayers to layout the proposal. Treasurer Stevens and
Clerk Tomasek-Swan will begin the letter. Tomasek-swan was to find the cost to the township of
placing the proposal on the ballot.
Reviewing the budget with the board, the following changes were made to the budget. $5,000 was need
to add to the cemetery line item for the Maple Grove. The CD for the fiscal year 2008-2009 was
reduced to $10,000 from the $15,000.
Supervisor Sinicropi made a motion to have $10,000 from general funds be placed in a CD for fiscal
year 2008-2009. Treasurer Stevens seconded the motion. All ayes and no nays, the motion was passed.
Trustee Dutton made a motion to use the interest from the cemetery CD for projects and repairs in the
Middlebury Township Cemetery. Treasurer Steven seconded the motion. All ayes and no nays, the
motion was passed. The interest money is to be set aside in a separate account
Supervisor Sinicropi made a motion to send four board members to the Capital Conference on March
11, 2008. Trustee Dutton seconded the motion. All aye and no nays, the motion was carried. The
following board members were approved to attend: Trustee Dutton, Supervisor Sinicropi, Deputy
Supervisor Givens, and Clerk Tomasek-Swan.
Trustee Dutton made a motion to approve purchasing doughnuts, coffee, pop, napkins and cups for the
Middlebury Township's turn in hosting the Shiawassee Co. MTA meeting. Trustee Simpson seconded
the motion. All ayes and no nays, the motion was carried.
Supervisor Sinicropi set the meeting for the organizational Board of Review for March 10, 2008 at
7:00pm at the Ovid Municipal Building.
Supervisor Sinicropi made a motion to send Trustee Dutton to the Annual Rails to Trails meeting on
March 12 at 7pm. Trustee Simpson seconded the motion. All ayes and no nays, the motion was carried.
Clerk Tomasek-Swan will follow-up on gathering more information from Norman Caldwell regarding
the remonumentation.
Supervisor Sinicropi made a motion to approve donating $500.00 to the Village of Ovid's recycling
program. Trustee Dutton seconded the motion. A roll call vote was taken with votes as follows:
Sinicropi, aye; Tomasek-Swan, aye; Stevens, aye; Dutton, aye; Simpson, aye. All ayes and no nays, the
motion was carried.
Treasurer Stevens made a motion to adjourn the meeting at 9:55pm. Trustee Dutton seconded the
motion. All ayes and no nays, the motion was carried.
The meeting was adjourned.
