Meeting was tentatively slated for Wed. May 14, 2008. On Thursday, May 8, 2008, the regular meeting for Middlebury Township was held at 7:08pm in the Ovid Municipal Building at 114 East First St., Ovid. The meeting was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Trustee Charles Simpson led the board in prayer. Roll call was taken with the following members present: Supervisor Anthony Sinicropi; Clerk, Susan Tomasek-Swan; Treasurer Carolyn Stevens; Trustee Paul Dutton and Trustee Charles Simpson. Also present was Deputy Clerk, Shawn Dilts; Deputy Steve Loomis; sexton, Gary Fortin; and three guests. Scheduled Comments: Steve Loomis spoke on activities in the area were getting busier. There has been an increase in daytime breaking and entering. People need to call in unfamiliar activities. Car accidents are also on the increase. Public Comments: None General Business: Trustee Charles Simpson made a motion to accept the agenda as presented. The motion was supported by Trustee Paul Dutton. All ayes and no nays the motion was carried. A motion was made by Trustee Paul Dutton and supported by Treasurer Carolyn Stevens to approve the minutes from the April’s meeting. All ayes and no nays the motion was carried. A motion was made by Clerk Susan Tomasek-Swan to accept the Treasurer’s report from April and supported by Supervisor Anthony Sinicropi. All ayes and no nays the motion was carried. A motion was made by Supervisor Anthony Sinicropi and supported by Trustee Charles Simpson to pay May’s bills for a total of $4,214.68 with checks numbered 2127 through 2146 with a void on check 2135. All ayes and no nays the motion was carried. Communications: Clerk Tomasek-Swan gave a report about the Elections/Cemetery MTA class that she attended on April 30, 2008. She discussed about the tips given on running an elections and has even implemented some of the ideas for the school election on May 6th. One topic from the cemetery class was the importance of having a cemetery ordinance vs rules and regulations. The class also covered the expectation of an increase in cremations. Clerk Tomasek-Swan reported low voter turn out for the school election. There were no Owosso school voters and only 34 voters from Ovid-Elsie. Middlebury currently has approximately 1,200 voters. The board wished fellow board member Trustee Paul Dutton a Happy Birthday! Supervisor Anthony Sinicropi reported on the MATS conference that he attended. He stated that much of the conference reviewed what was discussed at the Capital Conference. There were also discussions of state mandates and who should cover the cost and the use of state police instead of local authorities. Unfinished Business: Clerk Tomasek-Swan presented the board with the Road Resolution 2008-05. Trustee Simpson brought his concerns of the timing of this proposal with the OMES millage. He expressed that he felt it wouldn’t be able to pass. Trustee Dutton discussed the needs of having our roads to be repaired and maintained. The board discussed the importance of informing people about both millages and the need for each one. Trustee Dutton made a motion to send the resolution as written to the Shiawassee Clerk’s office to be placed on the ballot. Supervisor Sinicropi seconded the motion. All ayes and no nays the motion was carried. New Business: Supervisor Sinicropi made a motion to appoint Robert Dennison to the Middlebury Township Planning Commission Board. Clerk Tomasek-Swan seconded the motion. All ayes and no nays the motion was carried. Treasurer Stevens made a motion to appoint Susan Tomasek-Swan as FOIA contact person. Trustee Dutton seconded the motion. All ayes and no nays, the motion was carried. The Veteran’s Healthcare resolution was tabled until next month. The resignation letter of Craig Bisson from the park and recreation board was regretfully accepted. The board discussed ideas of people who might be interested in serving on this board. Steve Loomis was approached as a possible replacement. Clerk Tomasek-Swan made a motion to send Trustee Dutton to the MTA Road conference on June 5th 2008. Supervisor Sinicropi seconded the motion. All ayes and no nays the motion was carried. Resident, Richard Semans announced his running for the District Commissioner. He asked for the Middlebury Township board’s support. Treasurer Stevens made a motion to adjourn the meeting. Trustee Dutton seconded the motion. All ayes and no nays, the motion was carried. The meeting was adjourned at 8:52 pm.
