Middlebury Township Board Minutes, April 9, 2009 Draft Minutes Page 1 Middlebury Township Board Regular Meeting Thursday, April 9, 2009, 7:00 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Supervisor Anthony Sinicropi called the meeting to order at 7:00 p.m. Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present: Eleven guest were present for the meeting. Scheduled Comments: Steve Loomis was not present for comment. Scheduled Comments Dan Stewart updated the board on the activities that occurred at the county level. He spoke on the hiring of two full time deputies for the next four years from grant money awarded. He told of new people being appointed to several different boards. He announced a prescription card program to help people receive free or a lower cost on medication. He finished his comments with the progress of the Rails to Trails project. Public comment was opened with two people speaking. Public Comments John Tribfelner spoke on his qualifications to fill the sexton's job which will be vacated. Supervisor Sinicropi read a letter from an anonymous resident in regards to improving the township hall. Moved by E. Dutton, seconded by P. Dutton, to approve the agenda Motion to Approve Agenda with the addition of item (d) Zoning and Planning class under Communication. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Moved by Sinicropi and seconded by E. Dutton to approve the Treasurer's Report Approved March Treasurer's report as presented. AYE: P. Dutton and seconded by Sinicropi to pay bills in with March Bills Payment Approved checks numbered 2349-2369 for a total amount of $9,398.47. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Tomasek-Swan presented to the board the audit report from the Maple Communications Grove Cemetery Authority for reviewing. P. Dutton elaborated on the finances of the Cemetery Authority. Planning Board member, Bob Dennison, reported on the wind energy class. Sinicropi reported the annual MATS meeting had good speakers. He also discussed a new road technique used in the state of Texas. E. Dutton and Bob Dennison reported about the zoning and planning. class. They stated it was a good class which contained information on the master plan and zoning. Unfinished Business Moved by Tomasek-Swan and seconded by Stevens to transfer Resolution 2009-06 $12,000 from the General Fund to CD savings. CD will be known as fiscal year 2009-2010 CD. AYE: P. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Resolution 2009-06 Adopted A resignation letter was presented to the board from Gary Fortin, sexton New Business of Middlebury Township. It was regretfully accepted. Stevens stated that she would ask Gary to stay in the position until May 15, 2009 to give the board time to find a replacement. Village President, William Lasher, addressed the board on the 2003 intergovernmental agreement regarding the sewer system. A Middlebury resident on First St. would like to have sewer hook-up from the village as allowed under the 2003 Sewer agreement but a sewer lead has not been found and may have been omitted during the installation of the sewer line. Lasher would like the board to approve the hook-up to occur on Meridian Rd. where a sewer lead has been located. Middlebury Township Board Minutes, April 9, 2009 Draft Minutes Page3 P. Dutton moved and Sinicropi seconded to hook-up 304 E. First St., Motion to amend 2003 Ovid, MI at the Meridian Rd. sewer lead since the house is located intergovernmental Sewer at the corner of First and Meridian and treat it as a part of the Agreement April 15,2003 intergovernmental agreement. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Justin Horvath, Shiawassee Economic Development Partnership (SEDP) representative, updated the board on businesses that have been helped by the agency. Sinicropi signed a contract with SEDP for the appropriation that was approved by the board at the January 8, 2009 meeting. Moved by P. Dutton and seconded by Sinicropi to approve a Motion to approve a three contract for assessment services by Diane Dowler for a sum of year contract for Diane Dowler $7,500.00 for the 2009-2010 year; $8,000.00 for the 2010-2011 year; $8,500.00 for the 2011-2012 year.
