Middlebury Township Board Minutes, May 14, 2009 Draft Minutes Page 1 Middlebury Township Board Regular Meeting Thursday, May 14, 2009, 7:00 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Clerk Susan Tomasek-Swan called the meeting to order at 7:00 p.m. Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. An unanimous voice vote by board appointed Treasurer Carolyn Stevens as meeting moderator. Members Present: Clerk Susan Tomasek-Swan, Roll Call Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Absent: Supervisor Anthony Sinicropi Guest Present: Seven guest were present as well as Deputy Steve Loomis and Attorney Mark Cooley. Scheduled Comments: Scheduled Comments Deputy Steve Loomis reported everything was doing well in the township. At 7:04 pm, public comment was opened. No comments were made. Dutton to approve the minutes Minutes Approved from April 9, 2009 regular township board meeting with no April 9, 2009 corrections. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan NO: none CARRIED Moved by P. Dutton and seconded by E. Dutton to approve the Treasurer's Report Approved April Treasurer's report as presented. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan NO: none CARRIED Moved by E.Dutton and seconded by Stevens to pay bills in with April Bills Payment Approved checks numbered 2371-2389 for a total amount of $12,409.76. Dutton and Clerk Tomasek-Swan attended the Communications Parliamentary Procedures meeting. E. Dutton stated about consent agenda. P. Dutton discussed about motions should be stated four times during the meeting before voting. He continued with how most of the Parliamentary Procedures applies to larger townships and municipalities. Tomasek_swan discussed about the books purchased for the township library. E. Dutton moved to hire John Tribfelner as the cemetery's new Unfinished Business sexton for Middlebury Township. P. Dutton seconded the motion. AYE: Tomasek-Swan, Stevens, E. Dutton, P. Dutton Motion to hire NO: None CARRIED John Tribfelner New Business P. Dutton reviewed the road contracts. He discussed the additional cost with some tree removal and culvert work but Mr. Lonny Latunski did not have any final numbers. P. Dutton moved to approve the road contracts for gravel hauling Gravel Hauling Road Contract for Middleton Rd., Dewey Rd., Mason Rd. and McBride Rd.. Stevens Motion seconded the motion. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan NO: none CARRIED Stevens moved to approve the Chip Seal contract for Warren Rd. Chip Seal Contract from Hibbard to Krouse Rd. E. Dutton made a motion to approve the fireworks permit for Firework Permit the Owosso Speedway forth of July celebrations. P. Dutton seconded the motion. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan NO: none CARRIED Clerk Tomasek-Swan notified the board that the Park and Recreation representative, Brad Dilts was resigning due to job conflicts. P. Dutton made a motion to send Clerk Tomasek-Swan to the Payroll and Accounting Payroll and Accounting meeting at Frankenmuth on June 25, 2009 MTA class at a cost of $89.00. Stevens seconded the motion. AYE: Tomasek-Swan, Stevens, E. Dutton, P. Dutton NO: none CARRIED Treasurer Stevens discussed the Revenue Sharing decrease $5,042.00. Trustee P. Dutton discussed how the state was making the cuts. It is expected to have a 5% decrease for next year. He stated that he would like to prevent damage due to the backhoe and dump truck. He stated that he likes to take the sod off and then replace after the burial to save on black dirt and reseeding. Trustee P. Dutton talked about issues Maple Grove Cemetery has had from D.A.D. Lukas. Tomasek-Swan moved to have P. Dutton to talk to Larry Ordiway John Tribfelner opening and from D.A.D. Lukas and table discussion of John Tribfelner closing graves opening and closing graves until June's meeting. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan NO: none CARRIED Final Comments Final Comments began at 7:45 pm. P. Dutton stated that he was unsure on the Memorial Service for the Maple Grove Cemetery. OMESA is at a stand still until all the figures are compiled. No MTA meeting for July/August D. Krebiehl stated about having a survey done to establish property lines.
