On March 4, 2009 at the Ovid, VFW Hall, 206 Main St., Ovid, Mi, Middlebury
Township was a participant in a joint meeting held with the following municipalities and
Authority: Village of Ovid, Ovid Township and Ovid-Middlebury Emergency Service.
The meeting was called to order by Chairman Jim McClelland at 7:02pm with a Pledge to
the Flag. Middlebury roll call had the following members present: Supervisor Anthony
Sinicropi (OMESA representative), Clerk Susan Tomasek-Swan, Treasurer, Carolyn
Stevens, Trustees, Paul Dutton (OMESA Representative) and Erin Dutton. Also present
at the meeting was Middlebury member at large representative, Charles Simpson. There
were over 100 members of the public in attendance.
General Business:
The meeting began with a presentation by Chairman McClelland of the 2004 feasibility
study. There were three different options that were presented by the study. From the
options, the OMESA board decided to go with the option of a new building.
Dave Bennett from THA presented what standards and codes were required in building a
fire hall.
Chairman McClelland presented the past audits from 2003 through 2007. He went over
capital outlays from 2003 to the present time. McClelland than briefly reviewed the bids
for the construction of the building. The lowest bid was $1,495,000.00 while the highest
bid was $1,700,000.00.
Mike Givler from Umbaugh & Associates than went over figures for bonding. He
presented the difference in interest rates for a 30 year bond and a 20 year bond.
Jim Pontack acting chief for the ambulance service presented the figures for
implementing some type of Advance Life Support (ALS) in OMESA. He presented
numbers for a transport unit outfitted for ALS and the option of having an ECHO unit.
The existing transport unit fully outfitted would cost $54,747.00 initially with an
approximate annual cost of $162,936. The ECHO unit initial cost would be $73,948.00
with an annual cost of $229,512.00.
