Middlebury Township Board Minutes,September 9, 2010 Draft Minutes Page 1 Middlebury Township Board Regular Meeting Thursday, September 9, 2010 7:00 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Supervisor Anthony Sinicropi called the meeting to order at 7:00 pm Call To Order with a Pledge to the Flag and a prayer led by Richard Semans. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present: 10 guests were present. Scheduled Comments: Scheduled Comments Demis & Wenzlick presented to the board the 2009-2010 Fiscal Year audit report. They stated everything looked great and had no comments or recommendations. A motion was made by P. Dutton and seconded by E. Dutton to accept the audit report by Demis and Wenlick. Ayes: All Nays: None Carried Demis & Wenzlick Motion Steve Loomis was present to report on Middlebury Township. He had nothing new to report. Tony reviewed the report for August. Opened at 7:21pm Closed 7:22pm No Comments were made. Public Comments Moved by Stevens, seconded by Sinicropi, to approve the agenda Motion to Approve Agenda with the additions:(g) OMESA (h) Planning Commission (I) Joan Bunker land splits AYE: All NO: none CARRIED AGENDA APPROVED Moved by E. Dutton, seconded by Sinicropi to approve the minutes Minutes Approved From Sept. 9, 2010 regular township board meeting with no 07/08/10 corrections. AYE: All NO: none CARRIED Moved by P. Dutton and seconded by Carolyn to approve the Treasurer's Report Approved July & August Treasurer's report as presented. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED A motion was made by E. Dutton to keep the deductible for the all insurance policies with Burnham and Flowers at $0.00. Supported by P. Dutton. Ayes: All Insurance Motion NO: none CARRIED Moved by P. Dutton and seconded by Sinicropi to pay bills in with Bills Payment Approved checks numbered 2661 to 2673 in an amount of $8478.00 G. Fund Check #1007 in amount of $4,606.25 from Road Fund AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED None Communications Sinicropi made a motion to accept the new policies for the Middlebury Unfinished Business Cemetery Rules and Regulations under care of lots as presented by Sexton Tribfelner. The motion was supported by P. Dutton Motion for new care of AYE: All cemetery lots policy NO: none CARRIED Joan Bunker present to the board an issue with an error in her land splits From 2001. The township needed to sign that the splits were approved. The board referred her to Doug Krebiehl, chairman of the Planning Commission. New Business Discussion of Wind Mill ordinance was tabled. Blight ordinance was tabled due to who would enforce ordinance and the cost of enforcing an ordinance. County has ordinance for blight but it is low on the priority list. John Tribfelner discussed the issue of the cemetery plots that he owns Tribfelner Plots motion and where the headstone and Tina was placed. P. Dutton made a motion and was supported by Sinicropi to convert the lot of C 89 into an eight plot from a ten plot and to sell both plot 2 and 3 For $300.00. E. Dutton made a motion to approve the appointment of Bob Dennison to be Middlebury Township Board representative for the Maple Grove Cemetery Bob Dennison to MGCA Authority board. P. Dutton supported the motion. AYE: All NO: none CARRIED Stevens made a motion to approve send 3 board members to the MTA Fall District meeting. Erin supported the motion. Ck # 2674 to MTA in an MTA Fall District Meeting amount of $178.00. Sinicropi and Tomasek-Swan will be attending. Motion AYE: All NO: none CARRIED Paying OMESA full tax dollar amount was tabled until October's meeting. Unfinished Business Discussion of the township hall projects that are need of completion. A motion was made by P. Dutton and supported by E. Dutton to give a Hall Sept 30 deadline deadline of September 30 to Doug Krebiehl to complete the hall projects. AYE: 3 NO: 2 CARRIED Final Comments P. Dutton made a comment to regards of completing the hall project. Paul offered his enclosed trailer for the township to use to keep large items safe during the remodeling projects. The meeting was adjourned at 8:58 pm Moved by P.
