M-21 Ovid, Michigan 48866 Minutes Meeting reconvened at 7:28 pm Supervisor Anthony Sinicropi called the meeting to order at 7:28 pm Call To Order with a Pledge to the Flag and a prayer led by Richard Semans. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present:14 Tim Zwick, Lynn and Rich Givens, John Tribfelner, Lynn Bowen, Shawn Dilts, John Tribfelner,Tim Zwick, Charlie Moore,Harvey Darling, Don Chamberlain, Richard and Lorena Semans, Michael Herendeen Harvey Darling spoke to the board as a representative of the Village of Ovid. He listed out the reasons for the village to become a city. He outlined the benefits of getting in financial assistance and money for the parks and roads. The village is on the bottom of the list as far as rating of need. Middlebury Township would lose the lagoon where the water sewer is located by annexation to the “city” of Ovid. The lagoon needs to be included as stated by the state boundary commission. Tim and Harvey expressed that there should be no effects to Middlebury Township. Dutton and seconded by Tomasek-Swan to approve the Treasurer's report as presented. Treasurer's Report Approved AYE: All NO: none CARRIED Moved by P. Dutton and seconded by Stevens to pay bills in with Bills Payment Approved checks numbered 2785-2803 and an EFT in an amount of $7,381.34. AYE: All NO: none CARRIED None Communications Unfinished Business Lynn Bowen updated on Lupe Garcia matter. There has been no communication. Lynn Bowen reviewed the option to purchase Mary Minor's property with a counter offer from her to be able to empty the contents of the barns and to tear them down. Liability of the buildings being tore down was addressed. Bowen advised to have insurance on the property or hold off on the actual purchase of the property. Bowen advised adding a clause that any contractor hired by Minor would have some type of liability insurance. Sinicropi made a motion to accept the option to purchase with the amendments submitted by Mary Minor and Supervisor Anthony Sinicropi acting on behalf of the township to sign the purchase agreement. E. Dutton seconded the motion. AYE: Tomasek-Swan, E. Dutton, P. Dutton, Stevens, Sinicropi NO: none CARRIED New Business Resolution 2011-04, Adopting the 2011-2012 Budget, Stevens made a motion to accept the budget as amended and P. Dutton seconded. AYE: E. Dutton, P. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED John Tribfelner, Middlebury Township sexton, addressed the board about the south pole in the cemetery blowing over. P. Dutton stated in the past the board wanted to remove it anyway. Tomasek-Swan made a motion to purchase flags for the cemetery. Stevens seconded the motion. AYE: All NO: none CARRIED The righting of the older monuments and John Tribfelner wanted to know how much the board wanted to spend Tomasek-Swan made a motion to spend no more than $250.00 for cement for the righting of the monuments Sinicropi seconded the motion. AYE: All NO: none CARRIED John asked about the black dirt. Asked if he get some more to help with the righting of the monuments. Sinicropi asked about the undeveloped land in the cemetery. John said he has made a trail back to it. He is removing brush a little at a time. The board discussed removing some trees from the undeveloped area in the cemetery Magnet sent a letter to the board. Discussion was not favorable to contribute this year. E. Dutton made a motion to spend no more than $500.00 for the purchase of a copier and windows 7 for the Clerk's use. Stevens seconded it. AYE: All NO: none CARRIED Steven discussed the BS&A software. She wanted to know if the the board would considered us looking into the pricing of software. Tomasek-Swan and Stevens will looking into this possibility. P. Dutton showed the board the design for the table. Total estimate is $1686.00 with an initial payment of $843.00 and a final payment of $843.00. He priced some pre-made table with prices ranging from $800.00 to $3100.00. The table will be in 3 section and movable. The board discussed the table top finish E. Dutton made a motion to purchase the table and P.Dutton seconded the motion. AYE: All NO: none CARRIED John Tribfelner commented about the purchase of the Mary Minor property and how are we planning on maintaining it. The board talked about possibly hiring someone to maintain the grounds. John will look at the property and give the board his estimate. Final Comments Opened 9:07 pm Bill Johnson who owned the property around the township hall wanted to know if we would build a road to help developed the property he owns. Sinicropi stated he would discuss the subject with Lonny Latunski. Closed 9:15 pm The meeting was adjourned at 9:17 pm Moved by Erin Dutton and ADJOURNED seconded by Tomasek-Swan.
