Minutes
Supervisor Anthony Sinicropi called the meeting to order at 7:01 pm
Call To Order
with a Pledge to the Flag and a prayer led by Richard Semans.
Members Present: Supervisor Anthony Sinicropi, Clerk Susan
Roll Call
Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton
and Trustee Paul Dutton.
Guest Present: Nine guests attended the meeting. Some of the guests were
John Tribflner, Jamie Truchan, Bill Garner, Nancy Watkins, Richard Semans,
Steve Loomis, Michael Herendeen, Rich Givens and Doug Krebiehl.

Deputy Steve Loomis stated that he has been quite busy, but nothing new at the
township level. P. Dutton asked how many people they have caught speeding
down M-21.Deputy Loomis stated quite of few people.
Nancy Watkins complimented the board on how nice the hall looked.

report as presented.

Moved by P. Dutton and seconded by Tomasek-Swan to pay bills with
checks numbered 2832-2842 and an EFT in an amount of $5,493.91.

Several upcoming MTA meetings were presented to any interested members.
Communications
Unfinished Business
The road contract was discussed. First change of the estimate was an error in the
initial figure. The second difference concerns a dispute of the brush spraying. The
brush spray company will return this year at no charge due to poor outcome from
last years service. Sinicropi described the new fog sealing on the roads. Other
townships have seen better results with fog sealing. P. Dutton described in
further the details of fog sealing. It increase the chip seal life span by 3 to 5 years.
A motion was made by P. Dutton and seconded by Sinicropi to accept the
current road contract for FY 2011-2012.

New Business
Jamie Truchan and Bill Garner from BS&A spoke about software for use by the
Treasurer and Clerk. Jamie spoke about reasons for the software. She spoke on
how all the information will be accessible and getting different ways to run reports
and reduce errors. Questions were asked about how the program ran and their
security. Carolyn spoke about the benefit of having the information on the
internet. The discussion continued on the degree of internet access the board
desired for the residents.
A motion was made by E. Dutton and seconded by P. Dutton to accept the
contract with BS&A for software for use by the clerk, treasurer and
Middlebury cemetery.

A motion was made by Tomasek-Swan to spend no more than $100.00 for
snacks and supplies for the MTA Shiawassee meeting on June 7th at 7 pm,
as it is Middlebury township's turn to host. P. Dutton seconded the motion.

A motion was made by P. Dutton to spend no more $1000.00 for a computer
and accessories to replace the Treasurer's aging computer. Sinicropi
seconded the motion.

John spoke to the board about brush hogging around the hall every other time to
maintain area . He stated he would charge an extra $30.00 dollar. Doug Krebiehl
suggested leveling the ground with top soil and level and put grass seed down
and just mow it.
A motion was made by Tomasek-Swan to have John Tribfelner brush hog as
needed at $30.00 per time. Stevens seconded.

Railing issue needed to be addressed because an answer to the Help America
Vote organization needed to made. Stevens recommended writing and asking for
a 30 days allowance. Tomasek-Swan will follow up on contacting them.
A motion was made by P. Dutton and seconded by E. Dutton to have John
Tribfelner repair the rail as originally planned last year before November
2010 elections.

Consumers Energy sent a letter regarding whether we want to meet with
Consumers Energy regarding the street lights.
A motion was made by P. Dutton and seconded by E. Dutton to meet with
Consumers Energy.

Larry Bosom, cement masonry, came and looked at the township sidewalk to
repair and to put a sidewalk on the side of the hall. Sinicropi wanted to have him
come out and give an estimate. Sinicropi will call the board members with the
quote or bring it to the next township meeting.
Final Comments
The check for land purchase has not cleared as of yet. As far as the board knows
no closing on the deal has occurred. Resident Rich Givens stated that Mary
Minor claims the attorney has not contacted her yet.

Richard Semans had nothing new to report regarding Ovid township. signing a
contract. A five year contract will be signed with Accumed billing company to
handle the fire and ambulance invoices. There has been discussion on the
current state of two ambulances. The idea of getting a new ambulance is being
considered. Michael Herendeen interjected about Ovid township, Supervisor
McClelland desire to add to the by-laws the 5-2 vote for major purchases over
$250,000.00 and to dispose of realty.Mr. Herendeen would like to see language
regarding paying ahead with tax dollars and if the entity dissolves the remaining
tax dollars would be returned to the municipality instead of dividing three equal
ways. Hopefully in a month or two, the by-laws will be completed.

P. Dutton stated that there is a MTA meeting for planning commission. P. Dutton
made a motion to authorize up to two people to attend the MTA meeting on
June 16th. Sinicropi seconded the motion.

P. Dutton made announcements regarding local organizations taking hazardous
waste and old tires. The dates and locations are as follows: September 17th from
8 am-12 pm behind VG's in Owosso for hazardous waste and August 6th from 8
am-12 pm for old tires at the Shiawassee County Road Commission.
The meeting was adjourned at 9:04 pm Moved by P. Dutton and
ADJOURNED
