Middlebury Township Board Minutes Draft Minutes Middlebury Township Board Regular Meeting Wednesday October 12, 2011 7pm Middlebury Township Hall 7627 W. M-21 Ovid, Michigan 48866 Minutes Clerk Susan Tomasek-Swan called the meeting to order at 7:00 pm Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. Members Present:, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Absent: Supervisor Anthony Sinicropi Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. There were a total of 10 guests. Present at the meeting were Jim Civille, Brian Long, Linda Lupu, Jean Ott, Bill Sloat from the Weekly, Bob Dennison, Lynn Bowne, Middlebury township's attorney, Michael Herendeen, Deputy Supervisor, Matt Tribfelner, Middlebury township sexton, and Dick Semans. Scheduled Comments: Scheduled Comments Jim Civille, Owosso realtor and Brian Long from Owosso Memorial Healthcare presented to the Middlebury board plans for development of the Elm Rd. property. Mr. Long displayed architectural renderings of the Medical facility if the property was purchased. He continued by discussing the Elm Rd. entrance and the number of acres that would be necessary for this project. Questions from the township board and public were answered. Dutton to approve the minutes Minutes Approved from September 14, 2011 regular township board meeting with corrections as noted by the clerk. 14-Sep-11 AYE: All NO: none CARRIED Moved by P. Dutton and seconded by Stevens to approve the Banking's report as presented. Banking Report Approved AYE: All NO: none CARRIED Moved by E. Dutton and seconded by P. Dutton to pay bills in with Bills Payment Approved checks numbered 2933-2949 void 2940 and EFT in an amount of $8,358.56 and road fund check 1012 in an amount of $4,331.25. AYE: All NO: none CARRIED Tomasek-Swan informed the board on upcoming meetings. Communications E. Dutton made a motion to send Paul Dutton to the MDOT meeting. Tomasek-Swan seconded the motion. AYE: All NO: None CARRIED Unfinished Business Amending Resolution 2008-03 and 2007-03 was tabled until November's regular meeting. Motion was made by Stevens and seconded by P. Dutton. AYE: ALL NO: None CARRIED Leaving the Maple Grove Authority was referred to counsel for a legal opinion. Township Attorney, Lynn Bowne, present a Weed and Grass Ordinance for the board's review. Motion by Tomasek-Swan to table the adoption of the ordinance until November's meeting to allow the board time to review. P. Dutton seconded the motion. AYE: All NO: None CARRIED New Business Motion was made by E. Dutton and seconded by Stevens to pay for the board members Shiawassee MTA dinner meeting on November 9th at 6:00 pm. AYE: All NO: None CARRIED P. Dutton made a motion to change the November's regular board meeting to Nov. 7, 2011 at 7 pm due to conflict with the Shiawassee MTA annual meeting. Stevens seconded the motion. AYE: All NO: None Carried Stevens stated to the library board representative, Erin Dutton, due to the fact the library receives tax dollars from the township, the library board should be paying Erin not the Middlebury Township board. E. Dutton felt unsure about discussing it with the library board and asked Stevens to present to the library board. Stevens had a conflict and asked Tomasek-Swan to present it to the next library board meeting on November 2nd at 7 pm. Matt Tribfelner asked if figures of caring for the cemetery, Elm Rd property and township hall maintenance could be rolled into one figure. Matt would like to charge a flat fee amount for caring for all the township properties. Tomasek-Swan stated she would have figures available next month. Matt also wanted to know how much brush hogging before winter since there is a possibility of selling the property. Final Comments Dick Semans updated the board on OMESA. He informed the board of Ovid township having different ambulance services presenting their information.
