Call to Order:
Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a
prayer led by Richard Semans.
Board Members Present:
Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens,
Trustee Gary Kiger and Trustee Richard Givens
Guests Present:
Lynn Givens -Deputy Treasurer, Richard Semans-Ovid Middlebury Emergency Service
Authority Representative, Steve Loomis- Shiawassee County Deputy Representative, Anthony
Sinicropi- Deputy Supervisor, William Lasher,-Village of Ovid President, Diane and Mike
Dowler- township assessors, Heather and Bill Kline-Library representative, Don Helvie-
resident, and Doug Krebiehl-Planning Commission Chairman.
Scheduled Comments:
Deputy Steve Loomis from Shiawassee County Sherriff department stated everything seems to
be going well in the township.

Bill Lasher addressed the board about the rumor of Middlebury township withdrawing from
the Maple Grove Cemetery. He wants to discuss the issue so the Boundary Commission can
redraw the city of Ovid’s line to include the whole cemetery. Mr. Lasher continued with a
discussion about setting up an authority and a millage to operate the cemetery. He voiced his
opinion that now is the time to withdraw from the cemetery. Supervisor Herendeen thanked
Mr. Lasher for the consideration but did not think it would matter how the line was drawn for
the supporting of the cemetery. Mr. Lasher asked our opinion of setting up the cemetery in a
similar to the library and Ovid Middlebury Emergency Service Authority (OMESA). Mr.
Herendeen asked if it would include Middlebury Township’s cemetery.
Bill Kline spoke to Deputy Loomis about illegal dumping on Austin Rd. There is carpet and
old tennis shoes which has been there for a while. It needs to be cleaned up or it encourages
more dumping. Mr. Kline stated he thought it would fall to road commission to clean up the
area because it falls in their right away.
Motion to Approve Agenda:
Treasurer Steven made a motion to approve the agenda as presented. Trustee Givens
seconded the motion.

Motion to Approve Minutes:
Clerk Tomasek-Swan made a motion to approve the minutes from October 9, 2013
regular meeting. Trustee Kiger seconded the motion.
Yes: All
Nay: None Carried
Motion to Approve Bills:
Trustee Givens made a motion to approve paying the bills with checks #3432-3449 and
2 EFT in an amount of $10,771.57. Treasurer Stevens seconded the motion.
Yes: All
Nay: None Carried
Communications:
Park and Recreations- Gary attended the meeting and no one showed up. He found out the
meeting was changed and wasn’t notified.
OMESA-Richard Semans said the easement was approved at the Village’s meeting last night
and will be sent to the cell company
Planning Commission- Next meeting December 12th
Library- Heather Kline presented information and stats to the board regarding the library.
Maple Grove Cemetery (MG) -The last meeting was paying the bills and moving money to be
able to pay bills. The MG’s sexton stated the last 8 burial have been cremation. Trustee Givens
feels we may need to adapt to the growing need for cremains.
MTA meetings- The MTA meeting was the annual dinner. The speakers were mostly from the
fire department but Ben Glardon and Rick Jones’s representative also spoke.
Business:
Shiawassee Economic Development Partnership appropriation (SEDP) - Supervisor
Herendeen feels any development that occurs in Shiawassee County helps benefits Middlebury
Township in many ways even if it is not directly.
Trustee Givens made a motion to appropriate $500.00 to the SEDP for 2013-2014 fiscal
year. Tomasek Swan seconded the motion. Roll Call Vote

Library Appointment-Supervisor Herendeen made the motion to appoint Heather Kline
for another term to the library board. Trustee Kiger seconded the motion.

MTA Annual Conference-Dec 1 deadline let Clerk know if you plan to attend.
Resolution 2013-13 2014 Board Calendar- Meetings will fall on the second Wednesday of the
month. The following dates were set for the 2014 calendar year: January 8, February 12,
March 12, April 9, May 14, June 11, July 9, August- no meeting, September 10, October 8,
November 12, and December 10.
The following resolution 2013-13 was offered by Trustee Givens and supported by
Treasurer Stevens.

Off- site storage was tabled until December meeting.

Diane Dowler stated the December’s Board of Review will be held on Tuesday, December 10
@ 6:30 pm at the Middlebury Township Hall.
She continued by notifying the board that consumer price index is 1.6% capped at 5% this is
the tax increase. Everybody’s tax bill will go up 1.6% and is determined by the state.
Richard Semans mentioned the date change for OMESA’s meetings to November 20th and
December 19th to accommodate the holidays.
Don Helvie stated to the township board that Department of Environmental Quality (DEQ) sent
him a letter regarding the property that he owns is deemed a wetland area and he needs to stop
cleaning up his property area. He is having an issue with knowing which part of his property is
considered wetland. He was surprised because he never realized the area was considered
wetland area. Supervisor Herendeen stated DEQ is difficult to work with and he didn’t know if
there is anything the township could do to assist Mr. Helvie. Supervisor Herendeen strongly
suggested getting permits prior to any work being done.

Without objection the supervisor adjourned the meeting at 8:12 pm.
