Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, January 14, 2015 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:13 pm with a pledge to the flag and a prayer led by Richard Givens. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Guests Present: Guests present were Lynn Givens, Mike and Diane Dowler, Bob Dennison and Rose Brown. Scheduled Comments: None Public Comments: Opened at 7:15 pm Closed at 7:15pm None Motion to Approve Agenda: Treasure Stevens made a motion to approve the agenda with the addition of Resolution 2015-01, Alternate BOR start date and Resolution 2015-02, Adopt Poverty level for BOR. Trustee Givens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Givens made a motion to approve the minutes from December 10, 2014 regular meeting. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3691-3712 and 4 EFT in an amount of $7,130.03. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: Park and Rec. No meeting OMESA- Three firefighters were hurt at a recent fire. The meeting was quiet and the new budget passed. Planning- Discussed the last master plan and the township’s future possibilities for the next 10 years. They discussed whether to leave as agriculture or plan for industry. Presently, the price of agriculture land is at a high value and will probably keep our township an agriculture community. Givens asked the Clerk for any local /surrounding townships Master plans. Library-The board is in discussion to purchase new copiers. MTA Meeting- All board members had attended the last MTA meeting. One of the heaviest attended MTA meeting. It had come to the public’s attention that Dean Welte’s contract was not renewed. The reasons have not been made known. Assessor- BOR meeting March 3rd organizational meeting @ 10:00am Appeals Tuesday March 10th and Friday March 13th Diane presented the ratio for Middlebury Township. The agriculture (Ag) ratio is up. Ag has gone up to 12 percent and Residential is up 4 %. Commercial property had no change. The tax bill will go up by the rate of inflation, 1.6%. Diane presented two Resolutions to the board for adoption. Resolution 2015-01 Setting an alternate Board of Review Meeting Date and Resolution 2015-02 Adopting the Poverty Guidelines for Board of Review. Clerk Tomasek-Swan offered resolution 2015-01, Setting the alternate Board of Review Date. Trustee Givens seconded the motion. Roll Call Vote: Aye: Stevens, Kiger, Givens, Tomasek-Swan, Herendeen Nay: None The resolution is declared adopted. Trustee Givens offered resolution 2015-02, Adopting the poverty guidelines. Clerk Tomasek-Swan seconded the resolution. Roll Call Vote Aye: Givens, Kiger, Stevens, Tomasek- Swan, Herendeen Nay: None Resolution is declared adopted. Business: Hall Work Mike O’Dell gave an estimate of $4,550 for the roof but that is with the larger dumpster. The roof doesn’t need new sheeting. That price is for labor and shingles. The steel skirting and capping take care of the outside to keep rodents from entering $ 1,960.00. Remove the ceiling tiles and add new beams to make smaller ceiling tile. That will keep the ceiling from bowing down. Remove the infested insulation. A vent will also be added. It may help with the odor in the hall, $2,240.00. The contractor doesn’t have any insurance. He stated he would be willing to sign any liabilities the township would have. There are some brush and bushes that need to be removed. The other contractor’s bid was $11,000.00. Trustee Givens made a motion to sign an estimate contract with Mike O’Dell to do the three projects; roof, steel skirting and ceiling tile replacement in a total of $8,751.00 with possible adjustment for a smaller dumpster. Treasurer Stevens seconded the motion. Roll Call Vote: AYE: Tomasek-Swan, Stevens, Given, Kiger and Herendeen NAY: none carried Road Commission-Trustee Givens presented the Road Commission 2015 road project suggestions. Givens feels the North half of Carland Rd is in more need than the south end of the road as they have planned. Givens is concerned about the road projects going over the $100,000 mark. Herendeen cautioned that if there is road work needing to be done it should be done than waiting. There are two roads needing crack seal, Mason Rd and Simpson Rd. Kiger interjected his opinion about matching the road fund with general fund money. Clerk’s laptop- Trustee Givens made a motion for the clerk to get a new laptop for no more than $1,000.00. Treasurer Stevens seconded the motion. Aye: All Nays: none carried Herendeen made a request to look into purchasing a modern tower for the Clerk and off site automatic storage for the township records.
