Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Paul Dutton and Arlene Pesik Public Comments: Opened at 6:38pm Closed at 6:38 pm None Presentation of the Budget. With no objection the budget meeting was adjourned. He updated briefly what was occurring at the county. Public Comments: Opened at 7:10 pm Closed at 7:18pm Paul Dutton spoke on the situation with the crack sealing of Krouse Rd. and the road was not sealed coated.He is concerned regarding the upkeep of the road. He wanted to bring it to the board attention about the road cracking on the edges. Supervisor Herendeen reviewed what the plans was for the upcoming year roads. They reviewed the types of methods of road preservation and which roads had which method. Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda as presented. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Tomasek Swan made a motion to approve the minutes from regular meeting. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Trustee Semans made a motion to approve paying the bills with checks #3935-3954 and 3 EFT in an amount of $8,034.48 Clerk Tomasek Swan seconded the motion. Yes: All Nay: None Carried Communications: Park and Rec.- The next meeting is March 16th. OMESA- Waiting for the new fire truck and the old one will be advertised for sale in a magazine with a wide circulation. Working on getting the articles of incorporation. Probably a 6 person board with an Ex officio position. MTA- Was cancelled due to snow storm. Rescheduled for April 5th at the Owosso Township Hall. Assessor- Mike Dowler will be in attendance for Middlebury Township Board of Review instead of Diane. She is anticipating a small turn out. Supervisor Herendeen changed the topic to the tax allocation committee meeting and have decided to go with the 5.55 mils which will restore the township back to the 1 mill. It will be placed on the November’s election ballot. If this does not passed, then a tax allocation board will be formed and set the mils. If it is passed, the year it will take effect in 2017. Clerk’s communication- Capitol Conference if any board member is interested in attending and the Charter franchise notification letter. The franchise contract expires in 2018. Business: 1.Resolution 03-2016 FY 2016-2017 Budgets(General, Road and Cemetery Funds) The above resolution was offered by board member Trustee Semans. Treasurer Stevens offered support for the resolution. Roll Call Vote: Ayes: Semans, Kiger, Stevens, Tomasek-swan and Herendeen Nay: None Supervisor declares the resolution adopted. 2.Security System- Discussion of placing a security system if office equipment is placed out here. There was a discussion regarding the temperature control for the computer equipment. No proposals were done on security system. Ovid Township does not have and security system. The township does have insurance to cover any losses. The idea of installing security system is put on hold. Resolution 2016-04 Approval of Road Millage Proposal for August Primary The above resolution was offered by board member, Treasurer Stevens and supported by Trustee Semans.
