Middlebury Township PO Box 622, Ovid, Michigan 48866 Middlebury Township Hall 7627 W M21, Ovid Michigan Regular Board Meeting Wednesday, September 14, 2016 at 7:00 pm Call to Order: Supervisor Mike Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan-Absent, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Scheduled Comments: None Guests Present: There were seven guest present, including, Arlene Pesik, Corky McCreery, Diane and Mike Dowler, Carl Hackman, Rose Brown and an unknown gentleman. Public Comments: Opened at 7:05 pm Closed at 7:15pm It was mentioned again about Mason Road work on the west side. Concerns of the gravel roads and possible cutting the shoulders on the side. Many farmers are hailing heavy products that is damaging to the roads. The board mentioned at this time it will have to wait until next year when we have the funds to update that road. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda as presented. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes from July 13, 2016: The motion to approve the minutes as presented was moved and seconded. Ayes: All Nays: None Carried Motion to Approve Bills for August-September 2016: Treasurer Stevens made a motion to pay invoices and approve checks from the General Fund checks 4023-4062 and 2 EFT in an amount of $53,490.82 and Road Commission check 1031 in an amount of $104,022.13. Trustee Semans seconded the motion. Ayes: All Nays: None Carried Communications: Park and Recreation – August 17 was the last meeting. In July they tabled the renovations until they received money, which was received in August. They plan to renovate 6 dug outs, pave and purchase aluminum benches. The project will be done April 31st 2017, total cost of project is $8,550. Library – Will be reported next month when Clerk returns. DEQ Letter- Township received a letter regarding a member of the township having issues with their neighbor burning in their back yard. Police reported that the neighbor was not burning anything out of the ordinary. OMESA- It was presented that OMESA are at a final turning point. Ambulance services for Middlebury Township are being provided. As of today there are no issues with calls, calls are going through Corunna and then they contact our fire and rescue. In the process to purchase a pickup truck which is all set-up for an additional truck if there is a shortage of help. When village became a city they did not levy the 2.5 millage which brings up an issue when they will be able to pay OMESA for services. A schedule was written up for City of Ovid so they can catch up on the payments by 2017. Assessor- Diana presented the Tax Rate L4029 for approval. Maximum allowable millage levy for operations .9278, fire and ambulance 2.247 which dropped from 2.25 and roads 2.0. Business: 1. Tax Rate approval L4029 – Motion was made to adopt the Tax Rate L4029, Trustee Semans made the motion and Treasure Stevens seconded the motion. Ayes: All Nays: None Carried 2. Motion to approve William Lasher to proof Audit Report. Treasure Stevens made a motion to approve William Lasher to proof the Audit report at a rate of $500.00. Trustee Semans seconded the motion. Ayes: All Nays: None Carried 3. Motion to approve F65 & Audit Report – Auditors were not present and nothing to approve. The board will approve at the next meeting, unless a special meeting is necessary before the end of September. 4. Lockable File Cabinets – Discussion by the board to look into purchasing 4 lockable file cabinets for the hall. It was also mentioned that the board needs to look into at least 1 fireproof file cabinet as well but not at this time. Motion was made to purchase 4 lockable file cabinets up to $1,000. Motion was made by Treasure Stevens and seconded by Trustee Semans. Ayes: All Nays: None Carried 5. 16-17 Middlebury Renewal Insurance Proposal – The board reviewed the documents that were presented at the meeting, at this time the board decided to wait to approve the insurance proposal until further communication with the clerk. Would like to bring Burnham & Flower Insurance Group to come in and present to the board. There was talk about a special meeting at the end of the month to approve this proposal before it goes into effect Oct. 1st, 2016.
