Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, May 10th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:03pm with a pledge to the flag and a prayer led by Trustee Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens (absent), Trustee Gary Kiger and Trustee Richard Semans Guests Present: Seven guests were present. Among the guests were Mike and Diane Dowler, Arlene Pesik, Carl Chalker, Karl Heckman, Corky McCreery and Susan Tomasek Swan. Scheduled Comments: None Public Comments: Opened at 7:05 pm Closed at 7:05 pm None Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda as presented. Clerk Brown seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Semans made a motion to approve the minutes from April 12th 2017 as presented. Clerk Brown seconded the motion. Yes: All Nay: None Carried Motion to Pay Bills: Clerk Semans made a motion to pay bills in an amount of $6,987.83 with 1 eft and checks numbered 4184-4198. This was supported by Clerk Brown. Yes: All Nay: None Carried Communications: Park and Recreations: Contractor bidding made the benches to short so he came back with a new estimate which was approved by the board. Clerk Brown asked if they spray for mosquitos. Kiger says they don’t. Library: The board is still working on Personal Policies. The librarian has approached the board with a request for a new phone system. Abadata made a presentation with getting service through Spectrum Charter. MTA Meeting: Owosso Township hosted the MTA meeting. It was a very good meeting. Steve Schweitzer found a speaker regarding the wind turbines which wasn’t for or against but just on a variety of opinions on the turbines. It was last meeting for the summer. Next meeting is September 5th 2017 and will be hosted by Perry at Perry Hall at 7:00pm. OMESA:. Finance meeting talks are in place and about proceeding with investigating on a building for OMESA. Assessor: Middlebury Township was the only township to get 100% in Shiawassee County. Two cities also were 100%. County Commissioner The are several openings to serve on boards at the county level. Business: 1. Clerk Brown will find out fees and what is needed to fill out the F65 for this year end fiscal year. 2. Cemetery fence is down and it is looking better. Herendeen will be looking into fencing. 3. Herendeen signed all the road contracts as approved by the board last month. The actual contracts ended up being a few dollars less than estimated. 4. Kiger brought up about the gradall. He wanted to know if we still get our 40 hours even if it rains. He then asked about the drains being cleaned out. He was over on Corky McCreery road and wondered about the ditches. Kiger thinks a ditch needs to be dug out on the road. Kiger asked about adopting an ordinance to ban farmers from farming up to road. 5. Clerk Brown stated the Risk Control came out and found one item. The issue was at the cemetery and the well water being safe to drink. There was a recommendation of testing the water to find out if it drinkable. 6. Arlene Pesik asked about the light bill and electricity for OMESA. The City of Ovid is trying to get money. Final Comments: Opened at pm 7:40 Closed at 7:52pm Semans asked Corky McCreery if the road commission did any berming on Wilkinson Rd. Herendeen stated that the Road Commission last report is they have been holding off due to rains. Calendar was reviewed.
