Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, January 10th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with pledge allegiance and prayer by Trustee Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Eleven guests were present. Among the guests were Brent Friess and 2 other Road Commission Members, Arlene Pesik, Carl Chalker, Karl Heckman, Commissioner Mike Bruff, Commissioner Dan McMaster, Brett Roberts, Diane & Mike Dowler. Scheduled Comments: a.) Road Commission: Brent Friess presented the board with the recommended 2018 road projects totaling $305,695 which includes $10,000 road commission 2018 contribution. Middlebury is #5 in 2018-19 for mineral well brine and gradall. Due to more scratch course assault and other big projects coming up they don’t have the funds to contribute the normal $25,000 towards the roads, they are only contributing $10,000 towards the total proposal of road projects this year. Road Commission next board meeting is February 23rd and will have more accurate prices. The board shared their concerns of the huge increase from last year to this year which was only $164,407.39. Brent stated that in the next 4 years many big projects are coming up and costs of equipment, supplies and needing more staff will be a big factor to the higher prices. b.) Mike Bruff stated that he is no longer on the planning or public health boards but he will continue to support, help and represent the townships. He also stated that the planning board are getting closer on the rewrite on the wind turbines. A new position was also brought up for county administer which was in the paper last month, concerns of the position not being full time was mentioned and discussed briefly. c.) Commissioner Dan McMaster presented Brett Roberts who will be running in the primary coming up. State Representive Brett Roberts lifelong resident of Eaton County and resides in Eaton Township with his wife and two children. He serves on many committees’ transportation, infrastructure, law and justice, education reform, and families, children and senior committees. Brett is a 6th generation farmer and owns and operates a local Dairy Queen in Charlotte, MI. He shared with the board his main focus which will be infrastructure which is very important to him and the first 4 months he will be working on the budget to get money for infrastructure. The board welcomed him and wished him luck. Public Comments: Opened at 7:28 pm Closed at 7:32 pm Carl asked the board if there was any update on the cemetery grant. The board stated that there was no update at this time and that we would need to have a survey done first to find out where the markers would be placed. Carl also shared with the board that he looked into the pricing of putting the minutes into the paper. The board stated that anyone can review the minutes on our website which is no cost to the township to update. Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda with the removal of the CD review from business, and correction in the clerk communication from Livingston County to Shiawassee County. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Brown made a motion to approve the minutes from November 8th 2017 regular meeting as presented, there was no December meeting. Trustee Semans seconded the motion. Aye: all Nay: None Carried Amendment of Budget: Treasurer Stevens made a motion to approve the listing of amended budget from the Contingency Acct 101-941-969.002 total of $986.14 to the appropriate accounts below: a. 101-101-727.002 – Copier Expenses - $47.87 b. 101-101-956.003 – Banking Fees - $533.09 c. 101-262-860.000 – Election Mileage - $41.97 d. 101-276.860.000 – Cemetery Mileage - $3.21 e. 101-790-702.000 – Library Board Salary - $360.00 Trustee Semans seconded the motion. Roll Call Vote: Aye: Kiger, Semans, Stevens, Brown, Herendeen Nay: None Carried Motion to Pay Bills: Trustee Semans made a motion to approve the bills from November and December (due to no meeting in December) totaling $63,883.20 check # 4293-4315 & 4763-4772. (Note: The board started a new set of check numbers that is why the big jump from 4315 to 4763) with 4 EFTs. Aye: all Nay: none Carried Communications: Park and Recreations: No meeting. Library: Meeting was held same time as regular board meeting, no update at this time. MTA Meeting: Supervisor Herendeen reported that the county health stated that Hepatitis A going around which is very contagious and there have been some reported deaths. The next MTA meeting will be hosted by Bennington Township Hall. OMESA: Supervisor Herendeen updated the board on the fire hall, there were some issues with cabling in the walls but they are on target to be up and running in March or April. Assessor: Diane updated the board on the mailing of disabled veteran’s letters, BOR will be meeting from 9:00-3:00 on March 12th and 3:00-9:00 on March 13th, and that the organizational meeting will be held on March 6th. She also reported on the tax rates for the township. Clerk Communication: Clerk Brown shared with the board on items in the packet for the board to be aware of such as the new member of the Bureau of Election Lori Bourbonais, a notice of revised ruling of the 2015 Michigan Building Code, Corrected 2017 Tax rate report L-4029, Shiawasee Council on Aging looking for new appointee for their Board and MTA Conference coming up in April 23rd-26th in Grand Traverse. Clerk Brown also handed out W2 to the board members asked them to let her know by January 31st if there are any changes that need to be done. She also asked the board to start thinking about the budget for 2018-19 and that she would prepare a budget for their review for the February meeting. Business: 1. Trustee Semans made a motion to except and approve the Poverty Exemptions Guidelines Resolution 2018-01 as written. Treasurer Stevens seconded the motion. Roll Call Vote: Aye: Kiger, Semans, Stevens, Brown, Herendeen Nay: None Resolution was declared adopted. 2. Review Certificates of Deposits (CD & Mature Dates) – This was removed from business as there was no discuss needed, Treasurer Stevens just wanted to share with the board what we currently have in CD. 3. Opportunity to change General Fund to a Public Fund Interest Checking Account. Clerk Brown shared with the board that the General Fund account was not earning any interest and that she talked to Huntington bank regarding interest fees on the account. They stated that it would be in our best interest to change our account over to a Public Fund Interest Checking Account. Supervisor Herendeen made a motion to change the General Fund to a Public Fund Interest Checking Account. Trustee Semans seconded the motion. Aye: all Nay: none Carried 4. Update on Transfer of Township Land – Trustee Semans reported to the board that he sent the owners to the property a proposal letter but they informed him that they sold the property to someone else. 5. Recycling Dumpster Letter from City of Ovid – The board received a letter from City of Ovid regarding the recycling cost. Ovid increased the rates from .40 cents per residents to $1.00 per resident. The board talked about a couple of other places that residents could use for free such as Community Mental Health and Laingsburg recycling. 6. Motion to set Budget Meeting March 14th @ 6:30 pm – Trustee Semans made a motion to set the Budget meeting on March 14th at 6:30 pm proceeded by the regular board meeting. Clerk Brown seconded the motion.
