Middlebury Township PO Box 622, Ovid, Michigan 48866 Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, February 14, 2018 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans (absent). Guests Present: Seven guests were present; Carl Chalker, Karl Heckman, Diane and Mike Dowler, Arlene Pesik, Corky McCreey, and Bob Dennison. Scheduled Comments: Public Comments: Opened at 7:06 pm Closed at 7:24 pm Corky McCreery asked about the brining for the roads. Supervisor Herendeen stated he thought the road commission was planning on two passes for the brining as before. Carl Chalker asked about sending a letter to the city about recycling. We have recycling until March 31st. Corky asked about the ground in front of the township and asked about the current state of purchasing the property in front of the township hall. Corky asked about trying to publish a synopsis of the minutes in the paper. Corky feels he reads a paper. Supervisor stated the board could consider the idea. Bob Dennison asked about having a Facebook page. Supervisor Herendeen stated we have a website. Bob Dennison asked about township hall. The board addressed the hall issues. Bob wondered if the board is building a new building. Supervisor Herendeen stated that OMESA is building a building with Mallory Construction Company. Supervisor stated the township needs to clarify the land situation. The board is looking into the possibility. Bob Dennison asked about renting out the new building. Herendeen stated the board is considering all possibilities. Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda with the addition under communication, race track and under new business #3 election equipment bill. Clerk Brown seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes as presented. Clerk Brown seconded the motion. Aye: All Nay: None Carried Motion to Approve Amendment: Clerk Brown made a motion to amend the budget: move $240.00 from Contingency 101-941-969.002 to Library Board Salary 101-790-702.000 account. Motion was seconded by Treasurer Stevens. Aye: All Nay: None Carried Motion to Approve Bills: Clerk Brown made a motion to accept paying bills in a total of $5,550.40 with checks #4774-4786 and one EFT. Treasurer Stevens seconded the motion. Aye: all Nay: none Carried Communications: Park and Rec- No meeting; OMESA- The fire hall is the big issue. The board approved the contract of building per any contingencies. The fiber optics has been installed, the loan has been approved and the perpetual easement for the cell tower and after all that is done they can start building a building in the spring. Library- Just updating the internet and personal policies. Also, Dozer the Dog is coming into the library for young readers to read to him. MTA- Meeting was held at Bennington. The County board of Commissioners are working on bring the employees’ salaries up to the 21st century level. The next meeting is at March 6th at Antrim Hall at 7:00 pm. Assessor Communications-BOR March 6th at 9am- Organization meeting. BOR will be meeting March 12th 9-3 pm and March 13th 3-9 pm. Assessor Dowler reviewed the townships numbers to the board. These numbers will change. Supervisor Herendeen asked about the Middlebury taxable value. Terry Johnson c the assessor and wanted to have maps. Diane has his email and phone number. They are also contacting his brother Michael. Race Track- the race track days and hours are limited due to the county. A lawsuit was filed back in the 70’s the county can re- open the consent agreement. Supervisor Herendeen made it clear the township has no say in the agreement. The agreement is between the county and the former owner. The new track owner is now in talks with the county. Supervisor Herendeen anticipates increase in race track activity. Business: 1. Budget:- Clerk Brown presented the budget to the board. She wants the board to review the budget. The board reviewed the budget in particular the road fund. Carland Road, the worst road in the township will be rebuilt by federal funds in will be redo one mile per year. This will begin 2019. This road will completed by 2022. 2. Board Compensation: Supervisor Herendeen began the discussion of board compensation. The last time the board was raised was in 2013. Herendeen reviewed the different salary amounts for each of the different positions. It has been 5 years since an increase Herendeen made a motion for the resolution would like to increase to $800.00 per month for the clerk, treasurer and supervisor. General Meeting fee increase to $50.00 per meeting. Trustees’ compensation to continue as a meeting fee to increase $200.00. It failed for lack of a second. Clerk Brown made a motion for resolution 2018-03 for an increase for the clerk, treasurer and supervisor to 10,000 per year. Treasurer Stevens seconded the resolution. Roll Call Aye: Stevens, Brown, Herendeen Adopted Nay: Kiger Supervisor Herendeen made a motion for resolution 2018-04 an increase for general meeting fee to $50.00 per meeting. Resolution was supported by Clerk Brown. Roll Call Aye: Stevens, Brown, Herendeen Nay: Kiger Adopted Herendeen made a motion for resolution2018-05 for increase of trustees’ per meeting fee to $200.00 per meeting to be held for regular board meeting and any additional meeting or special meeting will be at the general meeting rate. Motion failed to receive a second. Clerk Brown made a motion to resolution 2018-05 to increase the trustee rate to $175.00 per meeting held for regular meeting that is to be held. Additional or special meetings held after regular meeting will be at the general meeting rate. Roll Call: Aye: Stevens, Brown, Herendeen Nay: Kiger Adopted During the discussions, Corky McCreery made it known to the board that he is interested in riding with the reviewing of the roads. 3. Election Equipment Bill: The board previously authorized the clerk spending of $600.00 for election equipment. Due to Herendeen made a motion to $900.00 for election equipment. Treasurer Stevens seconded the motion. Aye: all Nay: none Carried Final Comments: Opened at 9:00 pm Closed at 9:05 Karl Heckman asked about roll call voting and having a quorum.
