Call to Order:
Supervisor Herendeen called the meeting to order at 7:10 pm. Trustee Semans lead the prayer.
Board Members Present:
Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens and Trustee Richard
Semans. Trustee Gary Kiger (Absent)
Guests Present: Carl Chalker, Arlene Pesik, Mike Bruff (County Commissioner), Mike and Diane Dowler.
Scheduled Comments:
Mike Bruff: Public health building I all enclosed. Running a little behind on the building timeline. Public
Defender needs a space to work and he begins on Monday. Looking at different options of open
buildings in Corunna. Supervisor Herendeen thanked him for his services.

Motion to Approve Agenda:
Treasurer Stevens made a motion to approve the agenda with the addition and correction: Change
Minutes to Meeting Dates, #3 Cemetery request, #4 Possible Marihuana Prohibition Ordinance #5
Authorize payment to OMESA from Emergency fund. Clerk Brown seconded the motion.

Motion to Approve Minutes:
Supervisor Herendeen made a motion to approve the minutes from the October 10th 2018. Clerk
Brown seconded the motion.
Yes: All
Nay: None Carried
Motion to approve Bills:
Trustee Semans made a motion to approve the bills from the Road Fund in an amount of $97802.74
with checks 1049-1051. Treasurer Stevens supported the motion.
Yes: All
Nay: None Carried
Treasurer Stevens made a motion to approve the General Fund bills in an amount of $14,971.44 with
checks 4924-4947 and 4 EFTs. Clerk Browns supported the motion.

Communications:
Park and Recreation: None
OMESA: Nov 27th there will be a finance meeting at 7:00 pm followed by the regular meeting.
Library: Updated the board on the 5 computers approved and the new furnace being installed. The
board expressed their dismay over the library board motion of turning the Wi-Fi off during closing.
MTA Meeting: Herendeen noted Middlebury is hosting the MTA meeting in December. MTA meeting
was the annual banquet.
Assessor Communications: The price index has increased to 2.4% from 2.1% from last year. Tentative
BOR date is December 11, 2018 but as of today there is nothing to present and therefore there may be
no meeting.
Business:
1. Adoption of Resolution 2018-07: Meeting Dates for 2019
Dates set the second Wednesday of every month: January 9, February 13, March 13, April 10,
May 8, June 12, July 10, August- no meeting, September 11, October 9, November 13, and
December 11
Trustee Semans offered the resolution for adoption. Treasurer Stevens supported the
resolution.

2. Consumer Energy Bill online payment: Clerk Brown stated there is an issue with Consumer
Energy. They have been crediting one account and then the other account is shown delinquent.
Consumer Energy stated they changed providers handling their billing. Clerk Brown asked about
paying this bill online verse doing a paper check.
3. Cemetery Request- Supervisor Herendeen has received a request regarding a person who would
like to purchase a plot next to his family plot. The person claims there has been no activity for 40
years per our cemetery rules. Herendeen doesn’t know if there is anyone is buried there.
Treasurer Stevens stated we should stay with previous decision.
4. Possible Marihuana Ordinance- Due to the new law recently passed the regulations will be
changing. The recreation marijuana will take effect 10 days after the vote is certified. The rules
will take some time to get into place. The medical marijuana is still in effect. Supervisor
Herendeen asked if Lynn Bowne has been in consolation. Herendeen suggest checking with Lynn
Bowne. The ordinance will be table until December meeting.
5. The township has a 2.25 millage for emergency services. Now the ambulance and the OMESA is
the fire department. When it was reformed, we are required to provide an amount equal to 1.75
mills to OMESA and the balance goes to ambulance and the paying of representatives to OMESA
meeting. There is now a surplus of emergency fund monies, The Ovid Township and Middlebury
Township would like to authorize payments of some of the items to help complete the buildings.
Supervisor Herendeen would like to have a .5 mill authorized to OMESA to help with the cost.
Ovid Township did not pass their motion and were concern about the fact the City of Ovid is not
contributing. The amount would be about $20,000.00.
Trustee Semans made a motion to approve a contribution up to an amount equal to .5 mil of
final taxable value (approximately $21,436.00). Motion was supported by Treasurer Stevens.

Trustee Semans asked if the Middlebury Township voter rolls are up to date. He noticed the issue at the
other township during election.
Herendeen asked Diane Dowler to make sure the two parcels are in Shiawassee County and not Clinton
County.
Trustee Semans said that Lynn Bowne is working on the deeds and he wants to put a steel post where
the surveyor’s stack is at. The total amount is be around $1,500.00. The owners of the property wants to
have an insurance title.
Motion to adjourn the meeting: Adjourned at 8:39 pm
