Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, December 12, 2018 at 7:20 pm Call to Order: Treasurer Stevens called the meeting to order at 7:20 pm. Treasurer Stevens made a motion to have Trustee Semans run the meeting. Trustee Kiger second. Herendeen arrived at 7:21. Treasurer Stevens rescinded the motion to have Herendeen Semans run the meeting. Trustee Semans lead the prayer. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown (Absent), Treasurer Carolyn Stevens and Trustee Richard Semans. Trustee Gary Kiger Guests Present: Carl Chalker, Arlene Pesik (left at 7:15pm), Mike Bruff (County Commissioner), Mike and Diane Dowler, William Kline, and Corky McCreery. Scheduled Comments: County Commissioner: Mike Bruff stated it is last meeting as a county commissioner. He thanked us and he enjoyed serving. Mr. Kline asked if the county commissioner had any communication with the state representatives. Mr. Kline mentioned about the bottle return bill. Herendeen mentioned to speak to the state representative, Ben Frederick and Senator, Tom Barrett. Public Comments: Opened at 7:25 pm Closed at 7:59 pm Carl Chalker spoke to the board regarding to Supervisor Herendeen and Treasurer Stevens. He spoke to them regarding a conflict of interest with Stevens and Herendeen. He felt that they need to abstain from voting on monies to OMESA (Ovid Middlebury Emergency Service Authority) because they sit on the OMESA board as Middlebury representatives. Herendeen explained the setup of the OMESA board. Chalker asked what the $21,000.00 monies was to be used. Herendeen explained where the monies come from the emergency fund millage. He explained the money needs to be used for emergency service. The board (Middlebury) voted to have the money come from the emergency fund to use for OMESA. Karl Heckman asked if he could be on the library board. He asked because he feels the board is isn’t forth coming. Karl is a member of the historical society board. Karl asked how representative are appointed to the board. Bill Kline spoke regarding the parking lot and driveway. He stated, on Election Day, the lot and driveway was a mess. He recommended trying to remove the trees by the driveway. Mr. Kline then asked about the “lock” on ambulance services in Middlebury Township. Herendeen stated that MMR (a private company) wanted Middlebury’s ambulance contract but the board decided to go with Owosso City ambulance service. Herendeen stated the patient will be taken to the closet closest hospital depending on the injuries and seriousness of the situation. Mr. Kline wanted to know if there was any paperwork that could be drawn up to have the ambulance take the patient to their hospital choice. Corky McCreery restated Mr. Kline position the driveway of the township. He stated the board needs to get rid of the trees and brush and redo the driveway to make it safer and easier to see. Motion to Approve Agenda: Supervisor Herendeen made a motion to approve the agenda with the addition of #3 Road Commission. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes from the November 14, 2018. Supervisor Herendeen seconded the motion. Yes: All Nay: None Carried Motion to approve Bills: Supervisor Herendeen made a motion to approve the bills from the Emergency Fund, check 1003 for an amount of 1,132.50; General Fund, Checks 4948-4958 and 3 EFT for a total of $7,077.07 and payment to OMESA for .5 mil of our final taxable value (around $21,000). Treasurer Stevens supported the motion. Yes: All Nay: None Carried Communications: Park and Recreation: None OMESA: The OMESA building has a temporary occupancy permit. The plan is in January will have the OMESA meetings. Library: The new duct work will be replaced due to it present duct being too small for the size of the furnace and building. MTA Meeting: The Middlebury hosted the MTA the Shiawassee meeting. Assessor Communications: No BOR of review meeting because there was nothing to change or fix. 2.4% percent increase this year’s from 2.1%. Clerk Communication: Budget is approaching for FY 2019-2020. SK&T auditors merged with Maner Costerisan on January 1, 2019. Business: 1. MTA Ordinance for Marihuana – Need to take action. Herendeen will work on an ordinance. 2. Emergency Service payment- Herendeen will contact Clerk Brown regarding the amount to make the check to OMESA. 3. Road Commission- The road commission will be present on January 9th 2019 to present the recommended projects. The total of the recommended projects is a total of $265,000.00. It is recommended to gravel 7 roads and scratch course and chip seal Simpson Rd. The Carland Rd will begin the rebuild this year from a federal grant. The Carland Rd rebuild will be one mile per year until completed. It will be a total of 3 miles in Middlebury Township. Supervisor Herendeen reviewed the upcoming calendar for the township and county events. Trustee Kiger stated about the brining and stated Mr. McCreery should ride with the drive when they are brining Middlebury’s roads.
