Budget Meeting
Call to Order:
Supervisor Herendeen called the meeƟng to order at 6:48 pm. Trustee Semans lead the prayer.
Board Members Present:
Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens and Trustee Richard
Semans. Trustee Gary Kiger
Guests Present: Carl Chalker, Karl Heckman, Janice Parker

Presentation of the 2019-2020 Fiscal Year Budget
Clerk Brown presented the fiscal year 2019-2020. The new chart of accounts was also presented. Clerk
Brown reviewed the different funds. The board reviewed the budget. Trustee Seman asked about the
auditor line. The Clerk explained about full audits are performed every other year. The board conƟnue to
discuss different line items.
Adjourned Budget Meeting: Budget meeƟng was adjourned at 7:06.
Treasurer Stevens made a motion to adjourn the budget meeting at 7:06 pm. Trustee Semans second
the motion.

Regular Meeting
Call to Order Regular Meeting:
Supervisor Herendeen called the meeƟng to order at 7:06 pm.
Scheduled Comments:
Deputy Craig Lawson came to represent Deputy Loomis to discuss the building of the new jail. He wanted
to know if anyone had any quesƟons about the new jail. He also wanted to know to anyone had
quesƟons or concerns in the township. Deputy Lawson remarked that the State mandates level of care
for jail.
Trustee Kiger expressed his opinion on voƟng for more money to the building of the new jail.
Deputy Lawson explained about the numbers of prisoners and Ɵme served is shortened because there
isn’t enough room. He conƟnued to state the present jail is beyond repair and there is a need for a new
jail. He also express his concern if a fire would break out due to the Ɵght quarters, people would not be
able to get out and that would be a liability. The new jail would be a circular layout. Deputy Lawson
express that housing “out-county” prisoner would help make money for the county. The new jail would
be built behind the old Kmart area which the county owns.

Motion to Approve Agenda:
Treasurer Stevens made a motion to approve the agenda with all the additions of 6) Land transfer and
7) Marijuana Ordinance. Trustee Semans seconded the motion.

Motion to Approve Minutes:
Trustee Semans made a motion to approve the minutes from the February 13, 2019 as presented.
Treasurer Stevens seconded the motion.
Yes: All Nay: None Carried
Approve Amendment to Budget:
Treasurer Stevens made a motion to amend the 2018-2019 fiscal year budget:
From: 101-941-969.002 Contingency $991.27
To: 101-247-900 BOR Publishing $32.00
101-253-860 Treasurer Mileage $63.36
101-448-920 Street Lights $320.86
101-253-727 Treasurer Supplies $216.65
101-257-727 Assessor Supplies $358.40
Clerk Brown Second the motion.
Motion to approve Bills:
Supervisor Herendeen made the motion to approve the payments of bills in an amount of $8,662.20
ck#4991 - ck#5011 and 3 EFTs from the General Fund and two checks # 1005 & #1006 for $1,132.50 for
OMESA from Emergency Service Fund. Clerk Brown seconded the motion.

Communications:
Park and RecreaƟon: None
OMESA: Fire hall is in use. Open house is being planned in May.
Library: MeeƟng minutes from January and February financial reports were presented to the board.
Library is in the process of replacing the water fountain.
MTA MeeƟng: Last MTA meeƟng was in Perry Township. The presentaƟon was about the new jail. The
vote will be May 7 th 2019. Next MTA will be in Caledonia Township on April 2 nd 2019.
Assessor CommunicaƟons: None
Clerk CommunicaƟon: Clerk presented the board with paperwork if they wish to be on the board of
directors for MTA.

Resolution 2019-01 FY 2019-2020
Treasurer Stevens presented resolution 2019-01 with support by Clerk Brown.

2.
Library Board Member, Norma Jean Cross approval
Treasurer Stevens made a motion to approve Norma Jean Cross as Middlebury Township board
representative. Trustee Semans seconded the motion.
Aye: All Nay: None Carried
3.
Hire Cleaning Company
Trustee Semans made a motion to approve having a cleaning company come into the hall and
clean the hall quarterly. Treasurer Stevens second the motion.
Aye: Nay: Carried
Supervisor Herendeen made a motion to amend the motion to authorize the Clerk to call and get
quotes for cleaning. The motion seconded by Semans.
Aye: All Nay: None Carried
4.
SEDP $500.00 appropriation
Trustee Semans made a motion to appropriate $500.00 to The Shiawassee Economic Development
Partnership Herendeen seconded the motion.
Aye: All Nay: None Carried
5.
Magnet appropriation
The board discuss appropriaƟng to Magnet. No moƟon was made.
6.
Land Transfer
Trustee Semans updated the board regarding the land transfer.
7.
Marihuana Ordinance
Trustee Semans presented to the board about an arƟcle about marijuana and issues with health. He
would like the board to consider an ordinance regarding the marihuana. Trustee conƟnued
with an arƟcle from the MTA magazine. Trustee Semans asked the board to read over the
informaƟon and discuss a possible ordinance in April.

Treasurer Stevens reported that taxes have been turned in to the County on March 1 st .
Supervisor Herendeen reviewed the meeƟngs schedule.
