Trustee Semans lead the board in prayer. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens, Trustee Richard Semans and Trustee Gary Kiger Guests Present: Carl Chalker, Karl Heckman, Arlene Pesik, Mark Holley, Bill Lasher, Deputy Larsen, Marlene Webster, Michael Vinson and 3 other residence. Scheduled Comments: Public Comments: Opened at 7:20pm Closed at 7:50 pm Carl Chalker would like update on the Marijuana Ordinance. Board discussed that we have a written ordinance ready to go into the paper and will be presented at next board meeting on September 11 at 7:00 for approval of the ordinance. Bill shared his concerns regarding a piece of property that is violating the grass and weed ordinance. He also talked about brush on south warren road needs attention with the brush on both sides of the road that is out of control, many deer are coming through this area and is very dangerous not being able to see them. Michael Vinson also reported on other piece of property that is violating the ordinance, but per the ordinance it only refers to 2 acres of land is in violation and this property that was presented is 2.5 acres. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda with removal of 425 agreement approval already discussed in scheduled comments and add Approval to pay August Bills since there is no meeting in August. Treasurer Stevens seconded the motion. Aye: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes from the June 12, 2019 as presented. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to approve Bills: Trustee Semans made the motion to approve the payments of bills in an amount of $6,995.01 from the General Fund with 2 EFT and checks numbered 5068-5080. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreation: Trustee Kiger updated the board on the updated bathrooms for the football field. Trustee Kiger made a motion to pay $1500 to the City of Ovid to help fund the Park and Recreation. Supervisor Herendeen seconded the motion. Roll Call: Yes: Kiger, Semans, Stevens, Brown, Herendeen Nay: None Carried OMESA: Supervisor Herendeen updated the board on the progress of the new fire hall and that they are in the process of putting in landscaping. Library: Nothing to report. MTA Meeting: No meeting in Aug, next meeting September 3rd at 7:00 at Shiawassee Township on Lansing Road. Assessor Communications: Next Board of Review meeting will be held on Tuesday July 16th at 7:00. Business 1.) Roadside Donation Email – Clerk Brown shared with the board an email received regarding roadside donations. No further discussion or action was made. 2.) Gas & Electric Franchise Agreement – Clerk Brown shared with the board the agreement that was coming due in October. The board wanted to table this discussion for September meeting when a representative from Community Affairs could attend and present the agreement in more detail. 3.) Land Swap Update – Trustee Semans made a motion to approve Supervisor Herendeen to sign quick deed for land transfer. Supervisor Herendeen seconded the motion. Tree Removal at Cemetery – Trustee Semans made a motion to have Greg Weinert to remove 1 tree and 3 stumps at cemetery up to $700 charge. Treasurer Stevens seconded the motion.
