M-21, Ovid, MI Tuesday, October 12, 2021 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Herendeen called the meeting to order at 7:01pm. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek Swan, Treasurer Carolyn Stevens, and Trustee Gene Ruess Guests Present: Guests were present: Colleen Ruess, Deputy Clerk, Jill Ruess, Deputy Treasurer, Mark Holley, Assessor, Gary Kiger, Dick Semans, and 2 other guests Scheduled Comments: Marlene Webster-Commissioner: was not present for the meeting Public Comments: Opened at 7:02pm Closed at 7:04pm Letter from Carl Chalker regarding the corner of Simpson and Austin Rds there is a Tv that has been there for 7 weeks. Motion to Approve Agenda: Tomasek-Swan made a motion to make an amendment to the agenda to add Daystarr, Call from Sumbera excavating, and Tree removal at the cemetery. Ruess seconded the motion. Voice Vote: Ayes: All Nays None Carried Motion to Approve Minutes: Ruess made a motion to approve the September 14, 2021 minutes as presented. Tomasek-Swan seconded the motion. With correction to take off Dick Semans as an attendee. Voice Vote: Ayes: All Nays: None Carried Motion to approve Bills Tomasek-Swan made a motion to approve bills from General Funds in the amount of $7345.68 with checks # 5560-5575. Ruess seconded the motion. Voice Vote: Ayes: All Nays: None Carried Communications: MTA- meeting was at Owosso Two hall. About 30 people there. Dan McMaster presented info about the jail garden; John Plowman talked about the commissioners. By-laws are antiquated and they are looking to change/update those. Library. Sherrys’s retirement is Sunday October 17, 2021 from 2pm-4pm. OMESA- Routine meeting. Things are moving along. City of Ovid has paid their charges on time. Clerk-. SPED report. Assessor- met with the seed corn building concerning their potential tax breaks. Took about an hour line- by-line and no longer wanted to contest the assessment. They would like to bag peat moss there in their building. There are a lot of things in the build that are not using. Assessor lowered tax assessment by $50,000. The owners are looking to apply for some state grants/funding that will not cost the township anything. They need a letter from the board for support. The assessor thinks that it would be a good idea to help support them. they had never seen their assessment card before. Assessor gave them a copy to look at. There are 3 sales in the township this month. The township will be audited by the state sometime early next year. Driveway- about another day of work out front. Business: 1. Insurance Renewal – insurance packet emailed to board. Board approves to add terrorism cost and the non-monetary defense to the insurance policy. Ruess makes a motion add terrorism and the non-monetary defense to the insurance policy. Herendeen seconded motion. Voice Vote: Ayes: All Nays: None Carried Tomasek-Swan makes a motion to have supervisor sign the new insurance add-ons. Herendeen seconded motion. Voice Vote: Ayes: All Nays: None Carried 2. Snow Plow 2 lawn care estimates. One from Monroe Lawn Care and one from CDL Services LLC. Herendeen motions to go with Monroes Lawn Care. Stevens seconded motion. Voice Vote: Ayes: All Nays: None Carried Herendeen makes a motion to have clerk sign the contract with Monroe Lawn Care. Ruess seconded motion. Voice Vote: Ayes: All Nays: None Carried 3. Mr. Sumbera-2/3 acres Joe Sumbera would like to buy the 2-3 acres that use to be the Township Dump but does not want to be liable for what is underneath the soil. If not, he would like to build a berm. Sumbera would pay acre price for the property. 4. Daystarr Jeff not available for today’s meeting. Contact with Daystarr. The install for here at the township hall. Voice over internet and internet for the township hall. 5. Tree estimates for cemetery Matt got an estimate for the trees at the cemetery from Out On a Limb Tree service. They are the only company that returned calls about the tree estimates. Discussion about getting more estimates. Suggestion of JJ Excavating Tree Service.
