M-21, Ovid, MI Tuesday, November 9 2021 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Herendeen called the meeting to order at 7:0pm. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek Swan, Treasurer Carolyn Stevens-Absent , and Trustee Gene Ruess, Trustee jeff Swan Guests Present: Guests were present: Jill Ruess, Deputy Treasurer, Mark Holley, Assessor, Greg Atwood, Gary Kiger, Arlene Pesik, and Devon Songer. Marlene Webster Scheduled Comments: 8:00 pm- Marlene Webster- Updated the board on the county activities; the human resource manager position keeps getting voted down. Discussion of the new employee’s handbook. Ms. Webster updated the board about the county’s MERS $50,000,000.00 debt. The board is considering taking a bond on the debt to get a fixed payment. They are also considering on moving their fund. If it doesn’t get taken care of the county will be bankrupted by the debt. Trustee Ruess seconded the motion. Voice Vote: Ayes: All Nays None Carried Absent: Stevens Motion to Approve Minutes: Supervisor Herendeen made a motion to approve the October 12, 2021 minutes as presented. Trustee Ruess seconded the motion. Voice Vote: Ayes: All Nays: None Carried Absent: Stevens Motion to approve Bills Clerk Tomasek -Swan made a motion to approve bills from General Funds and Road Fund in the amount of $99, 779.67 with checks #5577-5591 and 1072-1073 and 3 EFTs. Supervisor Herendeen seconded the motion. Voice Vote: Ayes: All Nays: None Carried Absent Stevens Clerk Tomasek Swan made the motion to transfer $11,725.50 from the General Fund to the Road Fund for roads. Shiawassee MTA met at the Road Commission building. Next meeting, December 7th, will be at Perry Twp Hall. Commission Plowman spoke on the amount on MERS payment which is in arrears ( $ 40,000,000.00). Library. The board will be looking for a Director; waiting for roof repair from hail damaged. Sharry’s retirement open house went well with about 50 people attending. OMESA-. The board is starting to talk about millage for emergency service. The discussion is going back and forth on OMESA doing their own millage or having each municipality doing their own. Clerk-..Clerk will be out of town November 30 thru December 4; Consumers Energy thermostat program. Trustee Gene Ruess explained the thermostat program. Newsletter; Members have until Thursday to notify Clerk for any additions. Assessor- M. Holley presented the 2021-08 Resolution, 2022 Poverty Exemption Guidelines m. Herendeen offered the resolution. Clerk Tomasek Swan second the resolution. Voice Ayes; all Nays: None Carried Absent: None M. Holley continues that all the new builds have been inspected. The township will be audited on 2022 tax roll. There will be some future cost for publishing information on the website and providing a colored map for our future studies. Data will need to be acquired from neighborhood townships. Driveway- Nothing new to update. Business: 1. Resolution 07-2021 Adoption of Meeting Calendar 2022 – WHEREAS, by law, townships are required to set by resolution of the board and post the regular meeting dates for the upcoming year, NOW, THEREFORE, BE IT RESOLVED, that the following regular meeting dates for the Middlebury Township Board have been set for the year 2022 and have been approved for publishing: January 11 February 8 March 8 April 12 May 10 June 14 July 12 August- no meeting September 13 October 11 November 15 December 13 The foregoing resolution offered by Clerk Tomasek Swan. Supported by Board Member Supervisor Herendeen. Upon roll call vote, the following voted AYES: J. Swan, G. Ruess, S.Tomasek Swan, M.Herendeen NAYS: None Absent: Stevens Carried 2. Daystarr/Spectrum- Trustee Swan still needs to get a quote for internet service for the hall. Swan continued to discussion about possible broadband for the township. The board discussed the changing use of the CLFRF monies. 3. Tree Removal – Cemetery- Two bids have been presented to removal of the trees and grinding stumps at the cemetery. The board discussed the bids. Trustee Ruess made a motion to hire JJ’s Excavating and Tree Service to reove trees and grind stumps at the cemtery with payment due upon completion of each task. Trustee Swan second the motion. Roll Call Aye: Tomasek Swan, Swan, Ruess, Herendeen Nays: None Absent: Stevens 4. CLFRF – Received first payment 5. Plat Book- Clerk Tomasek Swan made a motion to purchase three (3) plat books from the Shiawassee Conservation Office at $37.50 each. Trustee Ruess seconded the motion. Voice Vote: Ayes All Nays None Carried Absent Carolyn 6. Stump Grinding- JJ Excavating presented a bid for grinding the stumps at the township hall from the trees that have been removed. Trustee Ruess made a motion to hire JJ Excavating at $3, 375.00 to grind the stumps at the township with the immediate payment presented upon the completion of each job and verification by Trustee Ruess. J Swan second the motion.
