REGULAR MEETING
Call to Order:
Supervisor Swan called the meeting to order at 7:00 pm.
Board Members Present:
Supervisor Jeffery Swan, Clerk Jamie Aldrich, Treasurer Jill Ruess, Trustee Greg Atwood and Trustee Gene
Ruess
Guests Present: 7 Guests were present: Kevin Lenkhart, Josh Haylee and son David Haylee, Brett Singer,
Bill Kline, Gary Keiger, and Michael Herendeen
Scheduled Comments:
Josh Haley- Spoke about running for commissioner in our district. He chose to run to fight for local
control. He can be reached at, cell 989-992-4698 or joshhaley4shiawassee@gmail.com
Kevin Lenkart- Spoke about new contract and the prices of everything increasing. This new contract
would start April 1st 2024 if approved. MMR will be leaving. City is in the process of hiring new people.
This contract would be paid once a year starting April 1, 2024- April 1, 2025.
Gene Ruess made motion to enter into contract for emergency services for FY 24-25 with City of Owosso.
Greg Atwood seconded the motion.

Bill Kline- Spoke about the county trimming the trees and not cleaning up after themselves. Asked about
ordinance for trimming trees and for flowers in the cemetery. Asked about lawn mowing ordinance and
following up with some of the places around here.
Brett Singer- Will be running for drain commissioner and is campaigning with Josh Haley.
Motion to Approve Agenda:
Greg Atwood made a motion to approve agenda as amended. Gene Ruess seconded the motion.

Motion to Approve Minutes:
Greg Atwood made a motion to amend the 2024 minutes. Jill Ruess seconded the motion.
Voice Vote: Ayes: All Nays: None Carried
Motion to approve Bills
Jill Ruess made a motion to approve bills from General Funds in the amount $9,275.40, City of Owosso
for $1,237.50, EFT’s for $5,736.58, For a total amount $16,249.48 and OMESA for $88,235.46 Jamie
Aldrich seconded the motion.

Communications:
MTA- Annual subscription for training is paid for and ready to use, see Jamie or Angela for login
information.
Library- Repairs are in progress and they are hoping to be able to have the next meeting at the Library.
OMESA- The new fire truck is expected to be delivered end of this month. Sold old fire truck.
Clerk- Election update. 350 votes casted. Spoke about having Tina and Holly help with the elections for
the rest of the year. Public accuracy test. J. Swan Made motion to ratify and approve clerks actions to hire
election source to preform public accuracy and pay reasonable invoice when received. Second by G. Ruess

Treasurer- Renewed two CD’s Last month. Jill requested organizational meeting. Scheduled March 19th
at 7:00 pm. Voice vote- all ayes. Nays: none
Assessor- BOR meeting going well. Will be here tomorrow again
Business:
1.) Road Projects for 2024
Discussed that it makes sense to go forward with all projects as proposed. The final
numbers need to be presented, this contract will be on next month’s meeting agenda to
finalize
2.) Emergency services millage for the August election.
Motion made by Jeff Swan to put Supplemental Emergency Services Millage on the
August 2024 ballot. Greg Atwood seconded the motion.

The resolution will be presented at the Special Meeting to be held March 19, 2024 at the
Township hall @7pm
3.) Trash complaint for 1015 Austin Rd.
This has been passed along to County Zoning office.
4.) Mr Guru, Vinyard
Was not in attendance. Asked for a board member to go to the zoning meeting in support
of him. Asked Jeff to help him with a grant and give him recommendation. No board
objections to this
Old Business
5.) Township Website.
Jeff uploaded studies for BOR and posted poverty exemptions.
6.) Clerk Salary.
Jeff did some research on this. Move the treasurer and supervisor to $15,000 with the
clerk salary being moved to $17,000 with this starting on April 1, 2024. Resolution to
pass this in the meeting on March 19th.
7.) Driveway- Purchase land that our existing driveway is on.
Jeff is working on this. He will call Crowe this week and get an update on the amount they
want for the parcel.
8.) Maner Costerian. They are the yearly Auditors for Middlebury Township
They sent a contract that needs to be reviewed by the board. Resolution to pass this in the
meeting on March 19th.

Gary asked about the driveway being a road. The county abandoned that so it is no longer a right
of way.
